SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/Art. 9 heading
10 ILCS 5/9-8.7 new

    Amends the Election Code. Prohibits (i) labor organizations that represent public employees of the State and (ii) political action committees affiliated with those labor organizations from making campaign contributions to political committees established to promote the candidacy of a declared candidate for statewide office or a statewide officeholder. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing the
5heading of Article 9 and by adding Section 9-8.7 as follows:

15    Sec. 9-8.7. Campaign contributions from labor
16organizations prohibited. It is unlawful for any labor
17organization representing public employees of the State, or any
18political action committee affiliated with any labor
19organization representing public employees of the State, to
20make a campaign contribution to any political committee
21established to promote the candidacy of a declared candidate

1for statewide office or a statewide officeholder. It is
2unlawful for any candidate, political committee, or other
3person to knowingly accept or receive any contribution
4prohibited by this Section. It is unlawful for any officer of a
5labor organization representing public employees to consent to
6any contribution or expenditure by the labor organization that
7is prohibited by this Section.
8    As used in this Section, the terms "labor organization" and
9"public employee" have the meanings ascribed to those terms in
10Section 3 of the Illinois Public Labor Relations Act. As used
11in this Section, the terms "declared candidate" and
12"officeholder" have the meanings ascribed to those terms in
13Section 50-37 of the Illinois Procurement Code.
 
14    Section 95. No acceleration or delay. Where this Act makes
15changes in a statute that is represented in this Act by text
16that is not yet or no longer in effect (for example, a Section
17represented by multiple versions), the use of that text does
18not accelerate or delay the taking effect of (i) the changes
19made by this Act or (ii) provisions derived from any other
20Public Act.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
