AMENDMENT TO SENATE BILL 3293

2     AMENDMENT NO. ______. Amend Senate Bill 3293 on page 1,
3 line 5, by replacing "Section 3" with "Sections 3 and 6"; and
 
4 on page 8, by inserting immediately below line 7 the following:
 
5     "(730 ILCS 150/6)  (from Ch. 38, par. 226)
6     Sec. 6. Duty to report; change of address, school, or
7 employment; duty to inform. A person who has been adjudicated
8 to be sexually dangerous or is a sexually violent person and is
9 later released, or found to be no longer sexually dangerous or
10 no longer a sexually violent person and discharged, or
11 convicted of a violation of this Act after July 1, 2005, shall
12 report in person to the law enforcement agency with whom he or
13 she last registered no later than 90 days after the date of his
14 or her last registration and every 90 days thereafter and at
15 such other times at the request of the law enforcement agency
16 not to exceed 4 times a year. Such sexually dangerous or

1 sexually violent person must report all new or changed e-mail
2 addresses, all new or changed instant messaging identities, all
3 new or changed chat room identities, and all other new or
4 changed Internet communications identities that the sexually
5 dangerous or sexually violent person uses or plans to use, all
6 new or changed Uniform Resource Locators (URLs) registered or
7 used by the sexually dangerous or sexually violent person, and
8 all new or changed blogs and other Internet sites maintained by
9 the sexually dangerous or sexually violent person or to which
10 the sexually dangerous or sexually violent person has uploaded
11 any content or posted any messages or information. Any person
12 who lacks a fixed residence must report weekly, in person, to
13 the appropriate law enforcement agency where the sex offender
14 is located. Any other person who is required to register under
15 this Article shall report in person to the appropriate law
16 enforcement agency with whom he or she last registered within
17 one year from the date of last registration and every year
18 thereafter and at such other times at the request of the law
19 enforcement agency not to exceed 4 times a year. If any person
20 required to register under this Article lacks a fixed residence
21 or temporary domicile, he or she must notify, in person, the
22 agency of jurisdiction of his or her last known address within
23 3 days after ceasing to have a fixed residence and if the
24 offender leaves the last jurisdiction of residence, he or she,
25 must within 3 days after leaving register in person with the
26 new agency of jurisdiction. If any other person required to

1 register under this Article changes his or her residence
2 address, place of employment, telephone number, cellular
3 telephone number, or school, he or she shall report in person,
4 to the law enforcement agency with whom he or she last
5 registered, of his or her new address, change in employment,
6 telephone number, cellular telephone number, or school, all new
7 or changed e-mail addresses, all new or changed instant
8 messaging identities, all new or changed chat room identities,
9 and all other new or changed Internet communications identities
10 that the sex offender uses or plans to use, all new or changed
11 Uniform Resource Locators (URLs) registered or used by the sex
12 offender, and all new or changed blogs and other Internet sites
13 maintained by the sex offender or to which the sex offender has
14 uploaded any content or posted any messages or information, and
15 register, in person, with the appropriate law enforcement
16 agency within the time period specified in Section 3. The law
17 enforcement agency shall, within 3 days of the reporting in
18 person by the person required to register under this Article,
19 notify the Department of State Police of the new place of
20 residence, change in employment, telephone number, cellular
21 telephone number, or school.
22     If any person required to register under this Article
23 intends to establish a residence or employment outside of the
24 State of Illinois, at least 10 days before establishing that
25 residence or employment, he or she shall report in person to
26 the law enforcement agency with which he or she last registered

1 of his or her out-of-state intended residence or employment.
2 The law enforcement agency with which such person last
3 registered shall, within 3 days after the reporting in person
4 of the person required to register under this Article of an
5 address or employment change, notify the Department of State
6 Police. The Department of State Police shall forward such
7 information to the out-of-state law enforcement agency having
8 jurisdiction in the form and manner prescribed by the
9 Department of State Police.
