SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-689 new

    Amends the State Finance Act to create the Share the Road Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Share the Road license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $22 at original issuance and at renewal. Provides that $17 of the additional original issuance fee and $20 of the renewal fee shall be deposited into the Share the Road Fund. Provides that $5 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation, the moneys in the Share the Road Fund shall be paid as grants to the League of Illinois Bicyclists for educational programs instructing bicyclists and motorists on how to legally and more safely share the roadways.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.755 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The Share the Road Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-689 as follows:
 
10     (625 ILCS 5/3-689 new)
11     Sec. 3-689. Share the Road license plates.
12     (a) In addition to any other special license plate, the
13 Secretary, upon receipt of all applicable fees and applications
14 made in the form prescribed by the Secretary of State, may
15 issue Share the Road license plates. The special Share the Road
16 plate issued under this Section shall be affixed only to
17 passenger vehicles of the first division and motor vehicles of
18 the second division weighing not more than 8,000 pounds. Plates
19 issued under this Section shall expire according to the
20 staggered multi year procedure established by Section 3-414.1
21 of this Code.

1     (b) The design, color, and format of the plates shall be
2 wholly within the discretion of the Secretary of State.
3 Appropriate documentation, as determined by the Secretary,
4 must accompany each application. The Secretary, in his or her
5 discretion, shall approve and prescribe stickers or decals as
6 provided under Section 3-412.
7     (c) An applicant for the special plate shall be charged a
8 $22 fee for original issuance in addition to the appropriate
9 registration fee. Of this fee, $17 shall be deposited into the
10 Share the Road Fund and $5 shall be deposited into the
11 Secretary of State Special License Plate Fund, to be used by
12 the Secretary to help defray the administrative processing
13 costs. For each registration renewal period, a $22 fee, in
14 addition to the appropriate registration fee, shall be charged.
15 Of this fee, $20 shall be deposited into the Share the Road
16 Fund and $2 shall be deposited into the Secretary of State
17 Special License Plate Fund.
18     (d) The Share the Road Fund is created as a special fund in
19 the State treasury. All money in the Share the Road Fund shall
20 be paid, subject to appropriation by the General Assembly and
21 approval by the Secretary, as grants to the League of Illinois
22 Bicyclists, a not for profit corporation, for educational
23 programs instructing bicyclists and motorists how to legally
24 and more safely share the roadways.
