AMENDMENT TO SENATE BILL 1538

2     AMENDMENT NO. ______. Amend Senate Bill 1538 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The State Comptroller Act is amended by
5 changing Section 21 as follows:
 
6     (15 ILCS 405/21)  (from Ch. 15, par. 221)
7     Sec. 21. Rules and Regulations - Imprest accounts. The
8 Comptroller shall promulgate rules and regulations to
9 implement the exercise of his powers and performance of his
10 duties under this Act and to guide and assist State agencies in
11 complying with this Act. Any rule or regulation specifically
12 requiring the approval of the State Treasurer under this Act
13 for adoption by the Comptroller comptroller shall require the
14 approval of the State Treasurer for modification or repeal.
15     The Comptroller may provide in his rules and regulations
16 for periodic transfers, with the approval of the State

1 Treasurer, for use in accordance with the imprest system,
2 subject to the rules and regulations of the Comptroller as
3 respects vouchers, controls and reports, as follows:
4         (a) To the University of Illinois, Southern Illinois
5     University, Chicago State University, Eastern Illinois
6     University, Governors State University, Illinois State
7     University, Northeastern Illinois University, Northern
8     Illinois University, Western Illinois University, and
9     State Community College of East St. Louis under the
10     jurisdiction of the Illinois Community College Board, not
11     to exceed $200,000 for each campus.
12         (b) To the Department of Agriculture and the Department
13     of Commerce and Economic Opportunity for the operation of
14     overseas offices, not to exceed $200,000 for each
15     Department for each overseas office.
16         (c) To the Department of Agriculture for the purpose of
17     making change for activities at each State Fair, not to
18     exceed $200,000, to be returned within 5 days of the
19     termination of such activity.
20         (d) To the Department of Agriculture to pay (i) State
21     Fair premiums and awards and State Fair entertainment
22     contracts at each State Fair, and (ii) ticket refunds for
23     cancelled events. The amount transferred from any fund
24     shall not exceed the appropriation for each specific
25     purpose. This authorization shall terminate each year
26     within 60 days of the close of each State Fair. The

1     Department shall be responsible for withholding State
2     income tax, where necessary, as required by Section 709 of
3     the Illinois Income Tax Act.
4         (e) To the State Treasurer to pay for securities'
5     safekeeping charges assessed by the Board of Governors of
6     the Federal Reserve System as a consequence of the
7     Treasurer's use of the government securities' book-entry
8     system. This account shall not exceed $25,000.
9         (f) To the Illinois Mathematics and Science Academy,
10     not to exceed $15,000.
11         (g) To the Department of Natural Resources to pay out
12     cash prizes associated with competitions held at the World
13     Shooting and Recreational Complex, and to purchase awards
14     associated with competitions held at the World Shooting and
15     Recreational Complex, to pay State and national membership
16     dues associated with competitions held at the World
17     Shooting and Recreational Complex, and to pay State and
18     national membership target fees associated in association
19     with competitions held at the World Shooting and
20     Recreational Complex. The amount of funds advanced to the
21     account created by this subsection (g) must , not to exceed
22     $250,000 in any fiscal year.

24     Section 99. Effective date. This Act takes effect upon
25 becoming law.".
