HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Phil Smith on his
4 retirement from the DuPage County Board; and
 
5     WHEREAS, He began his career with DuPage County in 1979,
6 serving as a Principle Planner with the Development department;
7 he later became a Chief Planner, before becoming the Acting
8 Director of Development; he became Director of Community
9 Services in 2002, overseeing programs in DuPage County Human
10 Services, Senior Services, Psychological Services, the Family
11 Center, and the DuPage County Historical Museum; and
 
12     WHEREAS, He has developed many programs within the county,
13 including the Block Grant Program, Affordable housing
14 Financing, Weatherization and Energy Assistance, Ride DuPage,
15 and programs involving anti-gang, substance abuse prevention,
16 youth support, and parenting support activities; and
 
17     WHEREAS, He is Manager of DuPage County's Strategic Plan,
18 and has developed the plan, managed public input, oversaw
19 consulting staff and the steering committee, determined the
20 priorities of the plan, and the future actions of the plan; and
 
21     WHEREAS, In addition to his work, he has also served as a

1 member of the DuPage County Family Violence Coordinating
2 Council, the DuPage Health Coalition, the National Association
3 of Counties Community and Economic Development Board, Positive
4 Parenting DuPage Board, the DuPage County Homeless Continuum of
5 Care, the DuPage County Generation for Human Services Reform,
6 the DuPage County Founders' Coalition, the DuPage County Social
7 Service Administration, United Way of DuPage County, and he has
8 served as Chairman of the Chicago Metropolitan Agency for
9 Planning; and
 
10     WHEREAS, He has a Bachelor's Degree in Sociology and
11 completed Master's level coursework in Urban and Regional
12 Planning at Ball State University; upon retirement he will move
13 to Indianapolis, Indiana to spend time with his wife of 37
14 years, Elizabeth, and their daughter, Gwen; therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17 congratulate Phil Smith on his retirement and wish him all the
18 best in his future endeavors; and be it further
 
19     RESOLVED, That a suitable copy of this resolution be
20 presented to Phil Smith as a symbol of our respect and esteem.
