HOUSE RESOLUTION

 
2     WHEREAS, The State of Illinois offers many services to the
3 people of Illinois; and
 
4     WHEREAS, All State employees are paid by the taxpayers of
5 Illinois; and
 
6     WHEREAS, State buildings are funded by the citizens of
7 Illinois; and
 
8     WHEREAS, The James R. Thompson Center in Chicago is one of
9 the most widely used State facilities with thousands of
10 visitors every day; and
 
11     WHEREAS, The Thompson Center is designed to be as open and
12 transparent as possible to the taxpayers and citizens who own
13 and finance the building; and
 
14     WHEREAS, In recent months, the Thompson Center's
15 management has instituted a new security screening procedure
16 that requires visitors to pass through a metal detector and
17 display a form of State-issued identification in order to
18 access any of the State offices located within the building;

1     WHEREAS, There is no clear rationale for requiring Illinois
2 citizens to display identification to access a State office as
3 many citizens do not possess any form of State-issued
4 identification or do not carry it on their person every day;
5 and
 
6     WHEREAS, State government must be as open and accessible to
7 citizens and taxpayers as possible; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10 urge the management of the James R. Thompson Center to
11 terminate its security screening procedure that requires
12 visitors to display a form of State-issued identification to
13 access any of the State offices located within the building.
