SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-694 new

    Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of Chicago Police Memorial Foundation license plates to applicants who meet specified criteria. Provides that, in addition to the appropriate registration fees, an applicant for the plates shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Chicago Police Memorial Foundation Fund, a new special fund in the State treasury. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that the moneys in the Chicago Police Memorial Foundation Fund shall be paid as grants to the Chicago Police Memorial Foundation for specified purposes. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.755 as follows:
 
6    (30 ILCS 105/5.755 new)
7    Sec. 5.755. The Chicago Police Memorial Foundation Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-694 as follows:
 
10    (625 ILCS 5/3-694 new)
11    Sec. 3-694. Chicago Police Memorial Foundation license
12plates.
13    (a) The Secretary, upon receipt of all applicable fees and
14applications made in the form prescribed by the Secretary, may
15issue special registration plates designated as Chicago Police
16Memorial Foundation license plates to active or retired law
17enforcement officers and their family members, surviving
18family members of deceased law enforcement officers, and
19members of or donors to the Chicago Police Memorial Foundation.
20    The special plates issued under this Section shall be
21affixed only to passenger vehicles of the first division or

1motor vehicles of the second division weighing not more than
28,000 pounds.
3    Plates issued under this Section shall expire according to
4the multi-year procedure established by Section 3-414.1 of this
5Code.
6    (b) The design and color of the plates is wholly within the
7discretion of the Secretary. The Secretary may allow the plates
8to be issued as vanity plates or personalized under Section
93-405.1 of the Code. Appropriate documentation, as determined
10by the Secretary, shall accompany each application. The
11Secretary shall prescribe stickers or decals as provided under
12Section 3-412 of this Code.
13    (c) An applicant for the special plate shall be charged a
14$25 fee for original issuance in addition to the appropriate
15registration fee. Of this fee, $10 shall be deposited into the
16Chicago Police Memorial Foundation Fund and $15 shall be
17deposited into the Secretary of State Special License Plate
18Fund, to be used by the Secretary to help defray the
19administrative processing costs.
20    For each registration renewal period, a $25 fee, in
21addition to the appropriate registration fee, shall be charged.
22Of this fee, $23 shall be deposited into the Chicago Police
23Memorial Foundation Fund and $2 shall be deposited into the
24Secretary of State Special License Plate Fund.
25    (d) The Chicago Police Memorial Foundation Fund is created
26as a special fund in the State treasury. All moneys in the

1Chicago Police Memorial Foundation Fund shall be paid, subject
2to appropriation by the General Assembly and approval by the
3Secretary, as grants to the Chicago Police Memorial Foundation
4for maintenance of a memorial and park, holding an annual
5memorial commemoration, giving scholarships to children of
6police officers killed or catastrophically injured in the line
7of duty, providing financial assistance to police officers and
8their families when a police officer is killed or injured in
9the line of duty, and paying the insurance premiums for police
10officers who are terminally ill.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
