SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/9-45 new

    Amends the Election Code. Authorizes counties with populations of 500,000 or greater but not greater than 1,000,000 to adopt ordinances imposing and enforcing campaign finance disclosure and reporting requirements and campaign contribution limits with respect to candidates for county office. Requires the ordinances to be consistent with and no less restrictive than the provisions of the Code. Requires that a county that adopts an ordinance file it with the State Board of Elections. Permits the State Board to develop and make available guidelines and models for ordinances. Requires election authorities in a county subject to an ordinance to cooperate in the implementation and enforcement of the ordinance.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 9-45 as follows:
 
6     (10 ILCS 5/9-45 new)
7     Sec. 9-45. County ordinances. A non-home rule county with a
8 population of 500,000 or greater but not greater than 1,000,000
9 by ordinance may impose and enforce (i) campaign finance
10 disclosure and reporting requirements for political committees
11 that accept contributions or make expenditures in support of or
12 in opposition to the nomination or election of candidates for
13 county office and (ii) limits on the contributions those
14 committees may accept in an election cycle. The ordinance may
15 not be inconsistent with the provisions of this Article; its
16 disclosure and reporting requirements may not be less
17 restrictive, and its contribution limits may not be higher,
18 than the requirements and limits established for those
19 committees in this Article.
20     Within 10 days after the adoption of an ordinance
21 authorized by this Section, the county board shall file a copy
22 of the ordinance with the State Board of Elections. The State
23 Board of Elections may develop and make available guidelines

1 and models for county ordinances authorized by this Section.
2     Each election authority within the jurisdiction of a county
3 that has adopted an ordinance authorized by this Section shall
4 cooperate with the county board in the implementation and
5 enforcement of that ordinance.
