AMENDMENT TO HOUSE BILL 5453

2     AMENDMENT NO. ______. Amend House Bill 5453 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of State Police Law of the Civil
5 Administrative Code of Illinois is amended by adding Section
6 2605-490 as follows:
 
7     (20 ILCS 2605/2605-490 new)
8     Sec. 2605-490. Endangered peace officer notification
9 program.
10     (a) The Department of State Police shall develop a
11 coordinated program for a statewide emergency alert system to
12 notify persons in the State when an attempt has been made to
13 kill or severely injure a person known to be a peace officer or
14 a peace officer has been killed in the line of duty.
15     (b) The Department of State Police shall establish a Task
16 Force to monitor and review the implementation and operation of

1 the system developed under subsection (a), including
2 procedures, budgetary requirements, and response protocols.
3 The Task Force shall also develop additional network resources
4 for use in apprehending perpetrators who severely injure or
5 kill police officers.
6     (c) The Department of State Police shall also develop and
7 implement a community outreach program to promote awareness
8 about the program among law enforcement agencies in and
9 citizens of the State.
10     (d) The Department shall appoint a Coordinator to assist in
11 the establishment of State standards for the protection of
12 peace officers from violence and to advocate for the
13 achievement of those standards. The Coordinator shall have the
14 qualifications and experience that the Department shall
15 require by rule. The Coordinator shall receive no compensation
16 but shall be reimbursed for his or her expenses from the
17 Department's operations budget. No funds shall be appropriated
18 solely for the expenses of the Coordinator. The Department
19 shall provide technical assistance for the Coordinator from its
20 existing resources.
21     (e) For the purposes of this Section, "peace officer" has
22 the same meaning as in Section 2-13 of the Criminal Code of
23 1961.
24     (f) The obligation of the Department of State Police to
25 perform the duties assigned to it under this Section is
26 contingent upon moneys being specifically appropriated to the

1 Department for the purpose of carrying out those duties.".
