| AN ACT concerning local government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by adding Section |
| 5 |
| 5-1132 as follows:
|

| (55 ILCS 5/5-1132 new) |
| 7 |
| Sec. 5-1132. Contractual assessments; renewable energy |
| 8 |
| sources. A county may enter into voluntary agreements with the |
| 9 |
| owners of property within the unincorporated areas of the |
| 10 |
| county to provide for contractual assessments to finance the |
| 11 |
| installation of distributed generation renewable energy |
| 12 |
| sources or energy efficiency improvements that are permanently |
| 13 |
| fixed to real property.

| 14 |
| Section 99. Effective date. This Act takes effect upon |
| 15 |
| becoming law.
