1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 2-3.148 and by changing Section 22-45 as follows:
 
6     (105 ILCS 5/2-3.148 new)
7     Sec. 2-3.148. Community schools.
8     (a) This Section applies beginning with the 2009-2010
9 school year.
10     (b) The General Assembly finds all of the following:
11         (1) All children are capable of success.
12         (2) Schools are the centers of vibrant communities.
13         (3) Strong families build strong educational
14     communities.
15         (4) Children succeed when adults work together to
16     foster positive educational outcomes.
17         (5) Schools work best when families take active roles
18     in the education of children.
19         (6) Schools today are limited in their ability to
20     dedicate time and resources to provide a wide range of
21     educational opportunities to students because of the focus
22     on standardized test outcomes.
23         (7) By providing learning opportunities outside of

1     normal school hours, including programs on life skills and
2     health, students are more successful academically, more
3     engaged in their communities, safer, and better prepared to
4     make a successful transition from school to adulthood.
5         (8) A community school is a traditional school that
6     actively partners with its community to leverage existing
7     resources and identify new resources to support the
8     transformation of the school to provide enrichment and
9     additional life skill opportunities for students, parents,
10     and community members at-large. Each community school is
11     unique because its programming is designed by and for the
12     school staff, in partnership with parents, community
13     stakeholders, and students.
14         (9) Community schools currently exist in this State in
15     urban, rural, and suburban communities.
16         (10) Research shows that community schools have a
17     powerful positive impact on students, as demonstrated by
18     increased academic success, a positive change in attitudes
19     toward school and learning, and decreased behavioral
20     problems.
21         (11) After-school and evening programs offered by
22     community schools provide academic enrichment consistent
23     with the Illinois Learning Standards and general school
24     curriculum; an opportunity for physical fitness activities
25     for students, fine arts programs, structured learning
26     "play" time, and other recreational opportunities; a safe

1     haven for students; and work supports for working families.
2         (12) Community schools are cost-effective because they
3     leverage existing resources provided by local, State,
4     federal, and private sources and bring programs to the
5     schools, where the students are already congregated.
6     Community schools have been shown to leverage between $5 to
7     $8 in existing programming for every $1 spent on a
8     community school.
9     (c) Subject to an appropriation or the availability of
10 funding for such purposes, the State Board of Education shall
11 make grants available to fund community schools and to enhance
12 programs at community schools. A request-for-proposal process
13 must be used in awarding grants under this subsection (c).
14 Proposals may be submitted on behalf of a school, a school
15 district, or a consortium of 2 or more schools or school
16 districts. Proposals must be evaluated and scored on the basis
17 of criteria consistent with this Section and other factors
18 developed and adopted by the State Board of Education.
19 Technical assistance in grant writing must be made available to
20 schools, school districts, or consortia of school districts
21 through the State Board of Education directly or through a
22 resource and referral directory established and maintained by
23 the State Board of Education.
24     (d) In order to qualify for a community school grant under
25 this Section, a school must, at a minimum, have the following
26 components:

1         (1) Before and after-school programming each school
2     day to meet the identified needs of students.
3         (2) Weekend programming.
4         (3) At least 4 weeks of summer programming.
5         (4) A local advisory group comprised of school
6     leadership, parents, and community stakeholders that
7     establishes school-specific programming goals, assesses
8     program needs, and oversees the process of implementing
9     expanded programming.
10         (5) A program director or resource coordinator who is
11     responsible for establishing a local advisory group,
12     assessing the needs of students and community members,
13     identifying programs to meet those needs, developing the
14     before and after-school, weekend, and summer programming
15     and overseeing the implementation of programming to ensure
16     high quality, efficiency, and robust participation.
17         (6) Programming that includes academic excellence
18     aligned with the Illinois Learning Standards, life skills,
19     healthy minds and bodies, parental support, and community
20     engagement and that promotes staying in school and
21     non-violent behavior and non-violent conflict resolution.
22         (7) Maintenance of attendance records in all
23     programming components.
24         (8) Maintenance of measurable data showing annual
25     participation and the impact of programming on the
26     participating children and adults.

1         (9) Documentation of true collaboration between the
2     school and community stakeholders, including local
3     governmental units, civic organizations, families,
4     businesses, and social service providers.
5         (10) A non-discrimination policy ensuring that the
6     community school does not condition participation upon
7     race, ethnic origin, religion, sex, or disability.

9     Sec. 22-45. Illinois P-20 Council.
10     (a) The General Assembly finds that preparing Illinoisans
11 for success in school and the workplace requires a continuum of
12 quality education from preschool through graduate school. This
13 State needs a framework to guide education policy and integrate
14 education at every level. A statewide coordinating council to
15 study and make recommendations concerning education at all
16 levels can avoid fragmentation of policies, promote improved
17 teaching and learning, and continue to cultivate and
18 demonstrate strong accountability and efficiency. Establishing
19 an Illinois P-20 Council will develop a statewide agenda that
20 will move the State towards the common goals of improving
21 academic achievement, increasing college access and success,
22 improving use of existing data and measurements, developing
23 improved accountability, fostering innovative approaches to
24 education, promoting lifelong learning, easing the transition
25 to college, and reducing remediation. A pre-kindergarten

1 through grade 20 agenda will strengthen this State's economic
2 competitiveness by producing a highly-skilled workforce. In
3 addition, lifelong learning plans will enhance this State's
4 ability to leverage funding.
5     (b) There is created the Illinois P-20 Council. The
6 Illinois P-20 Council shall include all of the following
7 members:
8         (1) The Governor or his or designee, to serve as
9     chairperson.
10         (2) Four members of the General Assembly, one appointed
11     by the Speaker of the House of Representatives, one
12     appointed by the Minority Leader of the House of
13     Representatives, one appointed by the President of the
14     Senate, and one appointed by the Minority Leader of the
15     Senate.
16         (3) Six at-large members appointed by the Governor as
17     follows, with 2 members being from the City of Chicago, 2
18     members being from Lake County, McHenry County, Kane
19     County, DuPage County, Will County, or that part of Cook
20     County outside of the City of Chicago, and 2 members being
21     from the remainder of the State:
22             (A) one representative of civic leaders;
23             (B) one representative of local government;
24             (C) one representative of trade unions;
25             (D) one representative of nonprofit organizations
26         or foundations;

1             (E) one representative of parents' organizations;
2         and
3             (F) one education research expert.
4         (4) Five members appointed by statewide business
5     organizations and business trade associations.
6         (5) Six members appointed by statewide professional
7     organizations and associations representing
8     pre-kindergarten through grade 20 teachers, community
9     college faculty, and public university faculty.
10         (6) Two members appointed by associations representing
11     local school administrators and school board members. One
12     of these members must be a special education administrator.
13         (7) One member representing community colleges,
14     appointed by the Illinois Council of Community College
15     Presidents.
16         (8) One member representing 4-year independent
17     colleges and universities, appointed by a statewide
18     organization representing private institutions of higher
19     learning.
20         (9) One member representing public 4-year
21     universities, appointed jointly by the university
22     presidents and chancellors.
23         (10) Ex-officio members as follows:
24             (A) The State Superintendent of Education or his or
25         her designee.
26             (B) The Executive Director of the Board of Higher

1         Education or his or her designee.
2             (C) The President and Chief Executive Officer of
3         the Illinois Community College Board or his or her
4         designee.
5             (D) The Executive Director of the Illinois Student
6         Assistance Commission or his or her designee.
7             (E) The Co-chairpersons of the Illinois Workforce
8         Investment Board or their designee.
9             (F) The Director of Commerce and Economic
10         Opportunity or his or her designee.
11             (G) The Chairperson of the Illinois Early Learning
12         Council or his or her designee.
13             (H) The President of the Illinois Mathematics and
14         Science Academy or his or her designee.
15             (I) The president of an association representing
16         educators of adult learners or his or her designee.
17 Ex-officio members shall have no vote on the Illinois P-20
18 Council.
19     Appointed members shall serve for staggered terms expiring
20 on July 1 of the first, second, or third calendar year
21 following their appointments or until their successors are
22 appointed and have qualified. Staggered terms shall be
23 determined by lot at the organizing meeting of the Illinois
24 P-20 Council.
25     Vacancies shall be filled in the same manner as original
26 appointments, and any member so appointed shall serve during

1 the remainder of the term for which the vacancy occurred.
2     (c) The Illinois P-20 Council shall be funded through State
3 appropriations to support staff activities, research,
4 data-collection, and dissemination. The Illinois P-20 Council
5 shall be staffed by the Office of the Governor, in coordination
6 with relevant State agencies, boards, and commissions. The
7 Illinois Education Research Council shall provide research and
8 coordinate research collection activities for the Illinois
9 P-20 Council.
10     (d) The Illinois P-20 Council shall have all of the
11 following duties:
12         (1) To make recommendations to do all of the following:
13             (A) Coordinate pre-kindergarten through grade 20
14         (graduate school) education in this State through
15         working at the intersections of educational systems to
16         promote collaborative infrastructure.
17             (B) Coordinate and leverage strategies, actions,
18         legislation, policies, and resources of all
19         stakeholders to support fundamental and lasting
20         improvement in this State's public schools, community
21         colleges, and universities.
22             (C) Better align the high school curriculum with
23         postsecondary expectations.
24             (D) Better align assessments across all levels of
25         education.
26             (E) Reduce the need for students entering

1         institutions of higher education to take remedial
2         courses.
3             (F) Smooth the transition from high school to
4         college.
5             (G) Improve high school and college graduation
6         rates.
7             (H) Improve the rigor and relevance of academic
8         standards for college and workforce readiness.
9             (I) Better align college and university teaching
10         programs with the needs of Illinois schools.
11         (2) To advise the Governor, the General Assembly, the
12     State's education and higher education agencies, and the
13     State's workforce and economic development boards and
14     agencies on policies related to lifelong learning for
15     Illinois students and families.
16         (3) To articulate a framework for systemic educational
17     improvement and innovation that will enable every student
18     to meet or exceed Illinois learning standards and be
19     well-prepared to succeed in the workforce and community.
20         (4) To provide an estimated fiscal impact for
21     implementation of all Council recommendations.
22     (e) The chairperson of the Illinois P-20 Council may
23 authorize the creation of working groups focusing on areas of
24 interest to Illinois educational and workforce development,
25 including without limitation the following areas:
26         (1) Preparation, recruitment, and certification of

1     highly qualified teachers.
2         (2) Mentoring and induction of highly qualified
3     teachers.
4         (3) The diversity of highly qualified teachers.
5         (4) Funding for highly qualified teachers, including
6     developing a strategic and collaborative plan to seek
7     federal and private grants to support initiatives
8     targeting teacher preparation and its impact on student
9     achievement.
10         (5) Highly effective administrators.
11         (6) Illinois birth through age 3 education,
12     pre-kindergarten, and early childhood education.
13         (7) The assessment, alignment, outreach, and network
14     of college and workforce readiness efforts.
15         (8) Alternative routes to college access.
16         (9) Research data and accountability.
17         (10) Community schools, community participation, and
18     other innovative approaches to education that foster
19     community partnerships.
20     The chairperson of the Illinois P-20 Council may designate
21 Council members to serve as working group chairpersons. Working
22 groups may invite organizations and individuals representing
23 pre-kindergarten through grade 20 interests to participate in
24 discussions, data collection, and dissemination.
