SYNOPSIS AS INTRODUCED:

 

Appropriates $86,680,000 from the General Revenue Fund (GRF) to the Department of Human Services (DHS) for (i) a 5% cost-of-doing-business increase in rates paid to private sector agencies serving individuals with developmental disabilities and (ii) a benefit package for direct support staff in such private sector. Appropriates $43,320,000 from GRF to DHS for similar purposes in connection with private sector agencies serving individuals with mental illness. Appropriates additional amounts from GRF to DHS to restore grant funding reserved by the Department during fiscal year 2009, and for other purposes. Effective July 1, 2009.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

    Section 5. In addition to any amounts previously appropriated for that purpose, the sum of $60,000,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services to fund a full 5% cost-of-doing-business increase in the topline rates paid to private sector agencies serving individuals with developmental disabilities to cover the costs of serving people, including, but not limited to, wages for direct support and non-executive staff.

 

    Section 10. In addition to any amounts previously appropriated for that purpose, the sum of $26,680,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services to fund a contemporary and competitive benefit package for direct support staff in private sector agencies serving individuals with developmental disabilities.

 

    Section 15. In addition to any amounts previously appropriated for that purpose, the sum of $30,000,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services to fund a full 5% cost-of-doing-business increase in the rates paid to private sector agencies serving individuals with mental illness to cover the increased costs of serving people, including, but not limited to, wages for non-executive staff.

 

    Section 20. In addition to any amounts previously appropriated for that purpose, the sum of $13,320,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services to fund a contemporary and competitive benefit package for non-executive staff in private sector agencies serving individuals with mental illness.

 

    Section 25. In addition to any amounts previously appropriated for that purpose, the sum of $8,900,000 is re-appropriated from the General Revenue Fund to the Department of Human Services to restore grant funding reserved by the Department during fiscal year 2009.

 

    Section 30. The sum of $39,200,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for the following:

    (1) To increase the transportation component of the Community Integrated Living Arrangement (CILA) rate, $18,400,000.

    (2) For nursing services in Community Integrated Living Arrangements (CILAs), $6,000,000.

    (3) To increase the top-line rate for Community Integrated Living Arrangements (CILAs) to provide services and supports for individuals with medical and behavioral challenges, $6,000,000.

    (4) To increase reimbursements for transportation services for individuals receiving Developmental Training (DT), $8,800,000.

 

    Section 35. The sum of $21,900,000, or so much of that amount that may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for the following:

    (1) For Medicaid Rehabilitation Option to align contract reimbursement with services being provided, $16,000,000.

    (2) To increase capacity grants for non-Medicaid reimbursable services in the Division of Mental Health, $3,900,000.

    (3) To increase Community Service Grant Programs for Persons with Mental Illness, $2,000,000.

 

Section 99. Effective date. This Act takes effect July 1, 2009.
