SENATE RESOLUTION

 
2     WHEREAS, Senate Bill 1132, as originally passed by the
3 Senate on May 25, 2007, contained supplemental appropriations
4 to the hospital assessment program and line of duty awards to
5 the families of fallen soldiers; and
 
6     WHEREAS, On May 30, 2007, the Illinois House of
7 Representatives passed Senate Bill 1132, as amended by House
8 Amendments 1 and 2; and
 
9     WHEREAS, Senate Bill 1132, as amended by the House of
10 Representatives, has not been delivered to the Senate; and
 
11     WHEREAS, Senate Bill 1132, as amended by the House of
12 Representatives, contains appropriations for the State of
13 Illinois for Fiscal Year 2008 beginning on July 1, 2007; and
 
14     WHEREAS, Senate Bill 1132, as amended by the House of
15 Representatives, includes appropriations for expenditures that
16 exceed available revenue estimates and therefore does not meet
17 the requirements contained in subsection (b) of Section 2 of
18 Article VIII of the Constitution of the State of Illinois; and
 
19     WHEREAS, A budget shortfall as contained in Senate Bill
20 1132, as amended by the House of Representatives, will

1 necessitate the expenditure of funds originally appropriated
2 for public education on mandated healthcare and pensions; and
 
3     WHEREAS, Senate Bill 1132, as amended by the House of
4 Representatives, does not include sufficient appropriations to
5 the State Board of Education for General State Aid, Mandated
6 Categorical Programs, and Early Childhood Education programs
7 to provide access to a high quality education; and
 
8     WHEREAS, Senate Bill 1132, as amended by the House of
9 Representatives, does not include appropriations to meet the
10 rising costs associated with providing assistance to Illinois'
11 most vulnerable citizens, including senior citizens, for needs
12 related to healthcare, prescription drugs, and the mental
13 health and developmentally disabled population; and
 
14     WHEREAS, Senate Bill 1132, as amended by the House of
15 Representatives, does not provide for a sustainable means to
16 reduce or to maintain the current cycle of payments made to
17 Medicaid providers, specifically for physicians that provide
18 services under the Covering ALL KIDS Health Insurance Program;
19 and
 
20     WHEREAS, Senate Bill 1132, as amended by the House of
21 Representatives, does not appropriate funds to satisfy the
22 Fiscal Year 2008 pension obligation contribution level

1 certified by the individual State retirement systems; and
 
2     WHEREAS, If the payment cycle for physicians providing
3 services to participants of the Covering ALL KIDS Health
4 Insurance Program exceeds 30 days, the State of Illinois will
5 have failed to meet its pledge to over 4,000 physicians, to the
6 350,000 children that receive vital health care benefits, and
7 to any children that may be eligible in the future; and
 
8     WHEREAS, If the payment cycle for physicians increases
9 dramatically as provided for in Senate Bill 1132, as amended by
10 the House of Representatives, it is likely that physicians will
11 cease providing healthcare services to those who need it most;
12 and
 
13     WHEREAS, Senate Bill 1132, as amended by the House of
14 Representatives, does not include adequate funding for the
15 increasing public safety, transportation, and infrastructure
16 needs of Illinois; and
 
17     WHEREAS, Senate Bill 1132, as amended by the House of
18 Representatives, does not include appropriations to meet
19 contractual obligations set forth in collective bargaining
20 agreements with employees of the State of Illinois who staff
21 prisons, mental health facilities, and veterans' hospitals and
22 provide for child welfare; therefore, be it

1     RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that those voting 'aye' on
3 this resolution are voting to reject Senate Bill 1132 as
4 amended by the House of Representatives, and those voting 'no'
5 on this resolution are voting to support the proposed budget
6 for the State of Illinois for Fiscal Year 2008 that begins on
7 July 1, 2007, as detailed in House Amendments 1 and 2 to Senate
8 Bill 1132; and be it further
 
9     RESOLVED, That a copy of this resolution be delivered to
10 all State Constitutional Officers, the Minority Leader of the
11 Senate, the Speaker of the House of Representatives, and the
12 Minority Leader of the House of Representatives.
