SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code. Amends the Illinois Vehicle Code and the State Finance Act. Creates the Sheet Metal Workers International Association of Illinois Fund as a special fund in the State treasury. Provides for the issuance of Sheet Metal Workers International Association license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Sheet Metal Workers International Association of Illinois Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Sheet Metal Workers International Association of Illinois Fund shall be paid as grants for charitable purposes supported by the Illinois local chapters of the Sheet Metal Workers International Association.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.663 as follows:
 
6     (30 ILCS 105/5.663 new)
7     Sec. 5.663. The Sheet Metal Workers International
8 Association of Illinois Fund.
 
9     Section 10. The Illinois Vehicle Code is amended by adding
10 Section 3-664 as follows:
 
11     (625 ILCS 5/3-664 new)
12     Sec. 3-664. Sheet Metal Workers International Association
13 license plates.
14     (a) The Secretary, upon receipt of all applicable fees and
15 applications made in the form prescribed by the Secretary, may
16 issue special registration plates designated as Sheet Metal
17 Workers International Association license plates. The special
18 plates issued under this Section shall be affixed only to
19 passenger vehicles of the first division or motor vehicles of
20 the second division weighing not more than 8,000 pounds. Plates
21 issued under this Section shall expire according to the

1 multi-year procedure established by Section 3-414.1 of this
2 Code.
3     (b) The design and color of the special plates shall be
4 wholly within the discretion of the Secretary. Appropriate
5 documentation, as determined by the Secretary, shall accompany
6 each application. The Secretary may allow the plates to be
7 issued as vanity plates or personalized plates under Section
8 3-405.1 of this Code. The Secretary shall prescribe stickers or
9 decals as provided under Section 3-412 of this Code.
10     (c) An applicant for the special plate shall be charged a
11 $25 fee for original issuance in addition to the appropriate
12 registration fee. Of this fee, $10 shall be deposited into the
13 Sheet Metal Workers International Association of Illinois Fund
14 and $15 shall be deposited into the Secretary of State Special
15 License Plate Fund, to be used by the Secretary to help defray
16 the administrative processing costs.
17     For each registration renewal period, a $25 fee, in
18 addition to the appropriate registration fee, shall be charged.
19 Of this fee, $23 shall be deposited into the Sheet Metal
20 Workers International Association of Illinois Fund and $2 shall
21 be deposited into the Secretary of State Special License Plate
22 Fund.
23     (d) The Sheet Metal Workers International Association of
24 Illinois Fund is created as a special fund in the State
25 treasury. All moneys in the Sheet Metal Workers International
26 Association of Illinois Fund shall be paid, subject to

2 Secretary, as grants for charitable purposes sponsored by
3 Illinois local chapters of the Sheet Metal Workers
4 International Association.
