HOUSE RESOLUTION

 
2     WHEREAS, Countless families in the United States live with
3 prostate cancer; and
 
4     WHEREAS, One out of six men in the United States live with
5 prostate cancer; and
 
6     WHEREAS, Over the past decade, prostate cancer has been the
7 most commonly diagnosed non-skin cancer and the second most
8 common cause of cancer-related deaths among men in the United
9 States; and
 
10     WHEREAS, In 2008, according to estimates from the American
11 Cancer Society, 186,320 men in the United States will be
12 diagnosed with prostate cancer and 28,660 men in the United
13 States will die of prostate cancer; and
 
14     WHEREAS, African-American males suffer a prostate cancer
15 incidence rate up to 60 percent higher than white males and
16 more than double the mortality rate; and
 
17     WHEREAS, African-American men have the highest mortality
18 rate of any ethnic and racial group in the United States, dying
19 at a rate that is 140 percent higher than other ethnic and
20 racial groups; and

1     WHEREAS, Obesity is a significant predictor of the severity
2 of prostate cancer and the probability that the disease will
3 lead to death; therefore, be it
 
4     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6 designate the month of September 2008 as Prostate Cancer
7 Awareness Month in the State of Illinois; and be it further
 
8     RESOLVED, That we declare that the Illinois government has
9 a responsibility:
10     (a) to raise awareness about the importance of screening
11 methods for, and treatment of, prostate cancer;
12     (b) to increase research funding that is commensurate with
13 the burden of the disease so that the screening and treatment
14 of prostate cancer may be improved, and so that the causes of,
15 and a cure for, prostate cancer may be discovered; and
16     (c) to continue to consider ways for improving access to,
17 and the quality of, health care services for detecting and
18 treating prostate cancer; and be it further
 
19     RESOLVED, That we request the Governor to issue a
20 proclamation calling on the people of the United States,
21 interested groups, and affected persons:
22     (a) to promote awareness of prostate cancer;

1     (b) to take an active role in the fight to end the
2 devastating effects of prostate cancer on individuals, their
3 families, and the economy;
4     (c) to urge Congress to prohibit the application of LCA or
5 similar policies for drugs and biologicals that unfairly target
6 prostate cancer patients; and
7     (d) to observe National Prostate Cancer Awareness Month
8 with appropriate ceremonies and activities; and be it further
 
9     RESOLVED, That suitable copies of this resolution be
10 presented to the Governor and the members of the Illinois
11 congressional delegation.
