HOUSE RESOLUTION

 
2     WHEREAS, A moratorium on the use of capital punishment was
3 instituted in Illinois in 2000; and
 
4     WHEREAS, The current Governor and his administration have
5 taken no steps to end the moratorium but rather continue the
6 moratorium as a policy in Illinois; and
 
7     WHEREAS, Criminals continue to murder innocent people
8 throughout the State of Illinois in spite of the existence of
9 the moratorium; and
 
10     WHEREAS, Since the inception of the moratorium, several
11 defendants have been found guilty of first degree murder and
12 have been given a death sentence; and
 
13     WHEREAS, No capital punishment has been performed on those
14 who have received such a sentence because of the existence of
15 the moratorium; and
 
16     WHEREAS, Families of the victims of the criminals who have
17 killed their loved ones can and have received no closure
18 because the full sentence has not been carried out because of
19 the existence of the moratorium; and

1     WHEREAS, Not one shred of evidence has demonstrated that
2 the moratorium on the death penalty decreases crime or makes
3 society any safer; and
 
4     WHEREAS, The academic community cannot provide any
5 consistency as to the use of capital punishment as it relates
6 to public safety; therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9 call upon the Governor to end the moratorium on capital
10 punishment in Illinois, restore the administration of justice
11 and the sentences therein to the judicial branch of government
12 and to the juries, made up of the citizenry of Illinois, and to
13 allow the use of capital punishment to be administered in
14 Illinois; and be it further
 
15     RESOLVED, That a suitable copy of this resolution be
16 forwarded to the Governor of the State of Illinois.
