HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate K. Patrick Yarbrough on
4 being named to fill a position on the bench in the 17th Circuit
5 Court of Winnebago and Boone Counties; and
 
6     WHEREAS, A longtime Assistant State's Attorney, K. Patrick
7 Yarbrough will be the first African-American to serve on the
8 bench in the 17th Circuit Court; and
 
9     WHEREAS, K. Patrick Yarbrough was selected by sitting
10 Circuit Court judges who selected him from among 19 applicants
11 for the associate judgeship; and
 
12     WHEREAS, K. Patrick Yarbrough's experience, leadership
13 abilities, and integrity were deciding factors in his
14 appointment; and
 
15     WHEREAS, He brings 17 years of experience in the State's
16 attorney's office to his new position; he has handled
17 misdemeanor and felony cases, and most recently, has supervised
18 the office's Community Prosecution Unit, working closely with
19 the Rockford Police Department to improve enforcement of laws
20 and codes that can improve neighborhoods; he was appointed in
21 2004 to oversee the unit, which focuses on such neighborhood

1 issues as drug houses, prostitution, and abandoned vehicles;
2 and
 
3     WHEREAS, K. Patrick Yarbrough has been involved in the Weed
4 and Seed program, which is designed to weed out bad elements in
5 target neighborhoods and replace them with positive,
6 community-building efforts; and
 
7     WHEREAS, K. Patrick Yarbrough is a Rockford native; he
8 graduated from Guilford High School in Rockford; he received
9 his Bachelor's degree from Ripon College in Ripon, Wisconsin
10 and his law degree from Northern Illinois University College of
11 Law; therefore, be it
 
12     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14 congratulate K. Patrick Yarbrough on his selection to serve on
15 the bench in the 17th Circuit Court and wish him continued
16 success as he presides as an associate judge; and be it further
 
17     RESOLVED, That a suitable copy of this resolution be
18 presented to K. Patrick Yarbrough as a symbol of our respect.
