AMENDMENT TO HOUSE JOINT RESOLUTION 39

2     AMENDMENT NO. ___. Amend House Joint Resolution 39 on page
3 2, by replacing lines 12 through line 14 with the following:
 
4     "WHEREAS, The Alzheimer's Disease Assistance Act created
5 the Alzheimer's Disease Advisory Committee of 21 members to
6 review all State programs and services provided by State
7 agencies that are directed toward persons with Alzheimer's
8 Disease and related dementias and to recommend changes to
9 improve the State's response to this serious health problem;
10 and
 
11     WHEREAS, The 93rd General Assembly created the Legislative
12 Task Force on Alzheimer's Disease pursuant to House Joint
13 Resolution 14, and that task force conducted hearings which
14 included each of the State agencies having primary
15 responsibility for implementing the "Alzheimer's Initiative"
16 of the 84th General Assembly when this matter was given a high

1 priority nearly 20 years ago, and the agencies were instructed
2 to provide an update on the progress made in implementing that
3 initiative - to determine whether the programs and services
4 developed by the State agencies reflect the original priority;
5 the reports of the agencies did not demonstrate any particular
6 progress, nor priority commensurate with the original interest
7 and intent of the General Assembly; and
 
8     WHEREAS, THE 93rd General Assembly Legislative Task Force
9 on Alzheimer's Disease recommended that the function of the
10 statutory Alzheimer's Disease Advisory Committee should be
11 expanded to include oversight and evaluation of the services
12 provided by the various State agencies and to solicit
13 additional findings and recommendations for improving State
14 programs and services; and"; and
 
15 on page 3, by replacing lines 3 through 25 with the following:
 
16 "SENATE CONCURRING HEREIN, that the Illinois Department of
17 Public Health immediately comply with the Alzheimer's Disease
18 Assistance Act in activating the Alzheimer's Disease Advisory
19 Committee and ensuring that it fulfills the requirement of
20 reviewing all State programs and services provided by State
21 agencies directed toward persons with Alzheimer's Disease and
22 related dementias, and recommending changes to improve the
23 State's response to this serious health problem; and be it

2     RESOLVED, That the Department of Public Health, in
3 conjunction with the Alzheimer's Disease Advisory Committee,
4 assess the current"; and
 
5 on page 4, by deleting line 1; and
 
6 on page 4, by replacing lines 9 and 10 with the following:
 
7     "RESOLVED, That the Alzheimer's Disease Advisory Committee
8 shall include in its Alzheimer's"; and
 
9 on page 5, by replacing lines 21 and 22 with the following:
 
10     "RESOLVED, That the Department on Aging, in cooperation
11 with the Department of Public Health and the Department of
12 Healthcare and Family Services, shall provide support staff to
13 the Alzheimer's Disease Advisory Committee and shall be
14 responsible for preparing any necessary materials and reports
15 in conjunction with the work of the Committee; and be it
16 further
 
17     RESOLVED, That the Alzheimer's Disease Advisory Committee
18 shall provide an Alzheimer's".
