AMENDMENT TO HOUSE BILL 5288

2     AMENDMENT NO. ______. Amend House Bill 5288 on page 5, by
3 inserting after line 25 the following:
4     "(k-1) At an intersection equipped with an automated
5 traffic law enforcement system, the yellow light change
6 interval must be not less than 3 seconds, unless an engineering
7 study indicates that a shorter interval is necessary for safety
8 purposes, nor more than 6 seconds.
9     (k-2) Except as otherwise provided in this subsection
10 (k-2), an intersection may not be equipped with an automated
11 traffic law enforcement system unless the following
12 requirements have been met:
13         (1) The county or municipality having jurisdiction has
14     determined that the intersection has a high accident rate.
15     Before such a determination is made, the county or
16     municipality must have performed or caused to be performed
17     an evaluation of accident rates for a 6-month period.
18         (2) The county or municipality having jurisdiction

1     has, for a 3-month period, used strobe lights in the red
2     lenses of all traffic signals at the intersection in an
3     attempt to decrease the accident rate without the use of an
4     automated traffic law enforcement system.
5         (3) All roads converging at the intersection are
6     controlled by traffic signals mounted on mast arms.
7     This subsection (k-2) does not apply to an intersection
8 that was equipped with an automated traffic law enforcement
9 system before the effective date of this amendatory Act of the
10 95th General Assembly.".
