    Amends the School Code. Requires a school board of any district that maintains grades 10 through 12 to adopt a policy that conditions the receipt of a high school diploma by a student who is 18 years of age upon that student's provision of proof that he or she has obtained a valid voter's registration, provided that the student meets all other voter eligibility requirements. Amends the State Mandates Act to require implementation without reimbursement.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Sections
5 10-20.46 and 34-18.37 as follows:
 
6     (105 ILCS 5/10-20.46 new)
7     Sec. 10-20.46. Voter registration policy. A school board of
8 any district that maintains grades 10 through 12 must adopt a
9 policy that conditions the receipt of a high school diploma by
10 a student who is 18 years of age upon that student's provision
11 of proof that he or she has obtained a valid voter's
12 registration, provided that the student meets all other voter
13 eligibility requirements.

2     (30 ILCS 805/8.32 new)
3     Sec. 8.32. Exempt mandate. Notwithstanding Sections 6 and 8
4 of this Act, no reimbursement by the State is required for the
5 implementation of any mandate created by this amendatory Act of
6 the 95th General Assembly.
