    Amends the School Code and various Acts relating to the governance of public universities in Illinois. Requires the State Board of Education to promote and implement an annual campaign about disability history and awareness in this State during 2 weeks in September and 2 weeks in January. Requires the State Board to file an annual report with the General Assembly on the status and implementation of the campaign. Requires a school district to provide in each grade instruction on disability history, people with disabilities, and the disability rights movement during the campaign, which instruction may be included in the courses of study regularly taught therein. Allows each public university to conduct and promote activities during the campaign that provide education on, awareness of, and an understanding of disability history, people with disabilities, and the disability rights movement.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Sections
5 2-3.148 and 27-23.8 as follows:
 
6     (105 ILCS 5/2-3.148 new)
7     Sec. 2-3.148. Disability history and awareness campaign.
8     (a) The State Board of Education shall promote and
9 implement an annual campaign about disability history and
10 awareness in this State during 2 weeks in September and 2 weeks
11 in January (to be referred to as an annual, split 4-week
12 campaign). The campaign shall increase public awareness and
13 respect for people with disabilities who comprise a substantial
14 percentage of this State's population, teach future
15 generations that people with disabilities have a rich history
16 and have made valuable contributions throughout this State and
17 the United States, and teach future generations that disability
18 is a natural part of life and that people with disabilities
19 have a right to be treated with civil, legal, and human rights
20 and as full human beings above all else.
21     (b) The State Board of Education shall file an annual
22 report with the General Assembly on the status and
23 implementation of the disability history and awareness

1 campaign based on information from each school district's
2 regional office of education.
 
3     (105 ILCS 5/27-23.8 new)
4     Sec. 27-23.8. Disability history and awareness.
5     (a) A school district shall provide in each grade
6 instruction on disability history, people with disabilities,
7 and the disability rights movement during the annual, split
8 4-week campaign under Section 2-3.148 of this Code, which
9 instruction may be included in the courses of study regularly
10 taught therein. This instruction must be founded on the
11 principle that all students, including students with
12 disabilities, have the right to exercise self-determination.
13 Individuals with disabilities must be incorporated into the
14 development and delivery of this instruction. In addition to
15 persons with disabilities, this instruction may be
16 supplemented by qualified school personnel or by knowledgeable
17 guest speakers from the disability community. A school board
18 may collaborate with community-based organizations, such as
19 centers for independent living, parent training and
20 information centers, and other consumer-driven groups, and
21 disability membership organizations in creating this
22 instruction.
23     (b) The State Board of Education may prepare and make
24 available to all school boards instructional materials that may
25 be used as guidelines for the development of instruction for

1 disability history and awareness under this Section.
2     (c) Each school board shall determine the minimum amount of
3 instructional time required under this Section.
 
4     Section 10. The University of Illinois Act is amended by
5 adding Section 40 as follows:
 
6     (110 ILCS 305/40 new)
7     Sec. 40. Disability history and awareness. The University
8 may conduct and promote activities during the annual, split
9 4-week campaign under Section 2-3.148 of the School Code that
10 provide education on, awareness of, and an understanding of
11 disability history, people with disabilities, and the
12 disability rights movement.
 
13     Section 15. The Southern Illinois University Management
14 Act is amended by adding Section 25 as follows:

16     Sec. 25. Disability history and awareness. The University
17 may conduct and promote activities during the annual, split
18 4-week campaign under Section 2-3.148 of the School Code that
19 provide education on, awareness of, and an understanding of
20 disability history, people with disabilities, and the

2 adding Section 5-135 as follows:

7 School Code that provide education on, awareness of, and an

10     Section 25. The Eastern Illinois University Law is amended
11 by adding Section 10-135 as follows:

16 School Code that provide education on, awareness of, and an

19     Section 30. The Governors State University Law is amended
20 by adding Section 15-135 as follows:
