| AN ACT concerning criminal law.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The Criminal Code of 1961 is amended by changing |
| 5 |
| Section 19-2 as follows:
|

| Sec. 19-2. Possession of burglary tools.
|
| 8 |
| (a) A person commits
the offense of possession of burglary |
| 9 |
| tools when he
possesses any key, tool, instrument, device, or |
| 10 |
| any explosive, suitable for
use in breaking into a building, |
| 11 |
| housetrailer, watercraft, aircraft, motor
vehicle as defined |
| 12 |
| in The Illinois Vehicle Code, railroad car, or any
depository |
| 13 |
| designed for the safekeeping of property, or any part thereof,
|
| 14 |
| with intent to enter any such place and with intent to commit |
| 15 |
| therein a
felony or theft. The possession of a key designed for |
| 16 |
| lock bumping demonstrates intent to commit a felony or theft. |
| 17 |
| For the purposes of this Section, "lock bumping" means a lock |
| 18 |
| picking technique for opening a pin tumbler lock using a |
| 19 |
| specially-crafted bumpkey. |
| 20 |
| (b) Sentence.
|
| 21 |
| Possession of burglary tools in violation of this Section |
| 22 |
| is a Class 4
felony.
