SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Force-Fed Birds Act. Prohibits force-feeding birds and the selling, serving, or dispensing of products that are the result of force-feeding birds. Provides that violation of the Act is a petty offense with a fine of $1,000.

1     AN ACT concerning animals.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Force-Fed Birds Act.
 
6     Section 5. Prohibition; penalties.
7     (a) In this Section:
8          (1) A "bird" includes, but is not limited to, a duck
9     or goose.
10         (2) "Force-feeding a bird" means a process that causes
11     the bird to consume more food than a typical bird of the
12     same species would consume voluntarily. Force-feeding
13     methods include, but are not limited to, delivering feed
14     through a tube or other device inserted into the bird's
15     esophagus.
16     (b) A person may not force-feed a bird for the purpose of
17 enlarging the bird's liver beyond normal size or hire another
18 person to do so.
19     (c) A product may not be sold, served, or dispensed in this
20 State if it is the result of force-feeding a bird for the
21 purpose of enlarging the bird's liver beyond normal size.
22     (d) A person who knowingly violates this Section is guilty
23 of a petty offense and shall be fined $1,000. Each day that a
