HOUSE RESOLUTION

 
2     WHEREAS, The House of Representatives recognizes that the
3 abuse of steroids among America's youth has reached dangerous
4 levels and become a national concern; and
 
5     WHEREAS, Steroid abuse was once viewed as a problem
6 associated only with body builders and professional athletes;
7 and
 
8     WHEREAS, Though these segments of the population continue
9 to experience steroid abuse, use among young Americans has now
10 reached an alarming level; and
 
11     WHEREAS, The 2003 Monitoring the Future Study conducted by
12 the University of Michigan indicates that approximately 3.5% of
13 American high school students have used illegal anabolic
14 steroids at least once by grade 12, and an incredible 45% of
15 all 12th graders did not believe taking steroids posed a great
16 risk; and
 
17     WHEREAS, Compounding the dangerous misconception among
18 many young people that steroid use is harmless is the
19 high-profile use of steroids among professional athletes, who
20 our nation's youth often idolize and seek to emulate; and
 
21     WHEREAS, The idolization of sports heroes and the
22 enticement of improved athletic performance have led many of
23 our nation's youth to turn to steroids; and
 
24     WHEREAS, The negative effects of long term anabolic steroid
25 use are well documented and include damage to the liver,
26 kidney, and sexual organs, increased risk of heart disease,
27 hypertension, elevated cholesterol, depression, stunted
28 growth, eating disorders, and uncontrolled outbursts of anger,
29 frustration, or combativeness resulting in wanton acts of

1 violence; and
 
2     WHEREAS, The House of Representatives recognizes the
3 increasing popularity of steroid use among young athletes and
4 the harmful effects of such use; therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7 there is created a Task Force to study the use of steroids
8 among young athletes consisting of 10 members appointed as
9 follows: 5 members appointed by the Speaker of the House of
10 Representatives, one of whom shall be designated by the Speaker
11 of the House of Representatives to serve as the chairperson of
12 the Task Force, and 5 members appointed by the Minority Leader
13 of the House of Representatives.
