SENATE RESOLUTION

 
2     WHEREAS, The members of the Illinois Senate are concerned
3 with the plight of innocent victims of genocide around the
4 world and recognize that stable and peaceful international
5 conditions provide benefits and opportunities for the citizens
6 of this State; and
 
7     WHEREAS, Since seizing power through a military coup in
8 1989, the government of Sudan has repeatedly attacked and
9 dislocated the civilian population in southern Sudan in a
10 coordinated policy of ethnic cleansing that has cost the lives
11 of more than 2,000,000 people and that has dislocated more than
12 4,000,000 people; and
 
13     WHEREAS, Sudanese government forces and
14 government-supported militia forces have used the rape of
15 women, the abduction of children, and the destruction of food
16 and water resources as weapons of war; and
 
17     WHEREAS, The United States Agency for International
18 Development believes that the violence and the obstruction of
19 the delivery of food, shelter, and medical care to the people
20 in the Dafur region of Sudan will result in the death of an
21 estimated 320,000 people between April 1, 2004 and December 31,
22 2004; and
 
23     WHEREAS, H.R. 5061 is a bi-partisan bill currently under
24 consideration in the 108th United States Congress to provide
25 assistance for the current crisis in the Dafur region of Sudan
26 and to facilitate a comprehensive peace in Sudan; therefore, be
27 it
 
28     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
29 ASSEMBLY OF THE STATE OF ILLINOIS, that in a demonstration of
30 our commitment to freedom, liberty, and justice, we condemn the

1 government of Sudan for its participation in atrocities
2 committed in the Dafur region of Sudan and declare those
3 atrocities to be genocide; and be it further
 
4     RESOLVED, That we call upon the members of the United
5 States Congress and upon the federal executive branch to
6 support H.R. 5061 in an effort to end the human rights abuses
7 occurring in Sudan; and be it further
 
8     RESOLVED, That we call upon the National Islamic Front in
9 Khartoum to make all restitution necessary to allow the victims
10 of its state-sponsored atrocities to return to their peaceful
11 and cultural way of life; and be it further
 
12     RESOLVED, That a suitable copy of this resolution be
13 presented to the Secretary General of the United Nations, the
14 President of the United States, the President pro tempore of
15 the U.S. Senate, the Speaker of the U.S. House of
16 Representatives, and each member of the Illinois congressional
17 delegation.
