 1                          SENATE RESOLUTION

 2        WHEREAS, The members  of  the  Senate  of  the  State  of
 3    Illinois  were  saddened  to  learn  of the death of Frank H.
 4    Boyne of Belleville on Wednesday, March 19, 2003; and

 5        WHEREAS, Mr. Boyne was born on December 29, 1923 in  East
 6    St.  Louis to Patrick A. and Johanna C., nee Healy, Boyne; he
 7    enlisted in the U.S. Navy on the day  that  he  was  of  age,
 8    December 29, 1941; and

 9        WHEREAS,  Mr.  Boyne  valiantly served his country in the
10    U.S. Navy submarine corps; he served  on  the  submarine  USS
11    Bumper  in the Pacific Theatre during World War II; he was on
12    the regional naval boxing team and had an undefeated  amateur
13    career; and

14        WHEREAS,  Following  his  honorable  discharge, Mr. Boyne
15    fought one professional boxing match; it was a victory and he
16    retired undefeated; he will  be  remembered  as  someone  who
17    never  picked  a  fight,  never backed down from a fight, and
18    never lost a fight; and

19        WHEREAS, Mr. Boyne was a machinist and  worked  until  he
20    retired  from  the  St. Louis Post Dispatch in 1986; he was a
21    member of the Ancient Order of Hibernians, a Bishop Zuroweste
22    Assembly Fourth Degree member of Knights of Columbus  Council
23    592,   the   International  Association  of  Mechanists,  the
24    American Legion, and the Disabled Veterans; he was  a  former
25    Boy  Scout  leader  and an active member of Blessed Sacrament
26    Parish; he was a member of the Belleville Democratic Club and
27    a lifelong member of the Democratic Party; and

28        WHEREAS, Mr. Boyne was elected  to  serve  as  Belleville
29    city alderman in 1979 and was elected to the St. Clair County
30    Board  in  1982,  where  he  served for over 20 years; he was
31    appointed St. Clair County Board  vice-chairman  and  devoted

 1    his life to the betterment of St. Clair County; and

 2        WHEREAS,  Mr.  Boyne  will be remembered as a family man;
 3    his family was his passion; his passing has been deeply  felt
 4    by  all  who  knew him, especially his wife of 51 years, Mary
 5    M., nee Downey, Boyne; his four children, John  Boyne,  Kevin
 6    Boyne,  Maureen (Dennis) Munch, and Terrance Boyne; his seven
 7    grandchildren,  Christopher,  Zachary,  Madelyn,  Augie,  and
 8    Alexander  Boyne,  and  Courtney   and   Colin   Munch;   his
 9    brother-in-law,  Ernest  Blaise;  and  his  nieces,  nephews,
10    cousins, and many dear friends; therefore, be it

11        RESOLVED, BY THE SENATE THE NINETY-THIRD GENERAL ASSEMBLY
12    OF  THE STATE OF ILLINOIS, that we mourn the passing of Frank
13    H. Boyne and extend to his family  and  friends  our  sincere
14    condolences; and be it further

15        RESOLVED,  That  a  suitable  copy  of this resolution be
16    presented to the family of Frank H. Boyne as a token  of  our
17    deepest sympathy.
