AMENDMENT TO SENATE BILL 2375

2     AMENDMENT NO. ______. Amend Senate Bill 2375 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Illinois Procurement Code is amended by
5 adding Section 25-65 as follows:
 
6     (30 ILCS 500/25-65 new)
7     Sec. 25-65. Contracts performed outside the United States.
8 Prior to contracting or as a requirement of solicitation of any
9 State contracts for services as defined in Section 1-15.90,
10 whichever is appropriate, prospective vendors shall disclose
11 in a statement of work any services under that contract,
12 including any subcontracts, that are anticipated to be
13 performed outside the United States. The Chief Procurement
14 Officer may consider such disclosure in awarding the contract
15 or evaluating the bid or offer, provided that such
16 consideration is not inconsistent with any obligation under any
17 international agreement to which the State of Illinois is a
18 party. The Department of Central Management Services shall
19 prepare and deliver to the General Assembly, no later than
20 September 1, 2007, a report on the impact of outsourcing
21 services on the State's cost of procurement that identifies
22 those contracts where it was disclosed that services were
23 provided outside of the United States, a description and value
24 of such services.".
