 1                    AMENDMENT TO SENATE BILL 684

 2        AMENDMENT NO.     .  Amend Senate Bill 684  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.   The  School  Code  is  amended by changing
 5    Section 14-1.09b as follows:

 6        (105 ILCS 5/14-1.09b)
 7        Sec. 14-1.09b.  Speech-language pathologist.
 8        (a)  For purposes of  supervision  of  a  speech-language
 9    pathology  assistant,  "speech-language  pathologist" means a
10    person who has received a license pursuant  to  the  Illinois
11    Speech-Language  Pathology  and  Audiology  Practice  Act  to
12    engage in the practice of speech-language pathology.
13        (b)  The  School  Service  Personnel  Certificate  with a
14    speech-language   endorsement   shall   be   issued   to    a
15    speech-language  pathologist  who  meets all of the following
16    requirements:
17             (1)  Holds  (A)  a  license  as  a   speech-language
18        pathologist  pursuant  to  the  Illinois  Speech-Language
19        Pathology  and  Audiology  Practice  Act,  (B)  a current
20        Certificate of  Clinical  Competence  in  speech-language
21        pathology   from   the  American  Speech-Language-Hearing
22        Association, or (C) a regular license or certificate   in

 1        speech-language pathology from another state or territory
 2        or the District of Columbia.
 3             (2) Holds a master's or doctoral degree with a major
 4        emphasis in speech-language pathology from an institution
 5        whose  course  of  study  was  approved  or  program  was
 6        accredited  by  the  Council on Academic Accreditation in
 7        Audiology and Speech-Language Pathology of  the  American
 8        Speech-Language-Hearing Association or its predecessor.
 9             (3)  Has  completed a program of study that includes
10        course work and supervised clinical experience sufficient
11        in breadth and depth to demonstrate knowledge and  skills
12        related  to the specific problems, methods and procedures
13        applicable to students  with  disabilities  in  a  school
14        setting serving ages 3 through 21.
15             (4)  Has   successfully   completed   the   required
16        Illinois certification test.
17             (5)  Has  paid  the  application  fee  required  for
18        certification.
19        The provisions of this subsection (b) do not preclude the
20    issuance  of  a  teaching  certificate  to  a speech-language
21    pathologist who qualifies for such a certificate.

23        Section 10.  The Illinois Speech-Language  Pathology  and
24    Audiology  Practice  Act is amended by changing Section 7 and
25    adding Section 8.1 as follows:

26        (225 ILCS 110/7) (from Ch. 111, par. 7907)
27        (Section scheduled to be repealed on January 1, 2008)
28        Sec. 7. Licensure requirement.
29        (a)  On or after June 1, 1989, no person  shall  practice
30    speech-language pathology or audiology without first applying
31    for  and  obtaining  a  license  for  such  purpose  from the
32    Department. Except as provided in this Section, on  or  after

 1    January  1,  2002,  no person shall perform the functions and
 2    duties of a speech-language pathology assistant without first
 3    applying for and obtaining a license for  that  purpose  from
 4    the Department.
 5        (b)  A  person who has made application to the Department
 6    for  a  license  to  practice  speech-language  pathology  or
 7    audiology may practice speech-language pathology or audiology
 8    without  a  license  pending  disposition  of   the   license
 9    application  by the Department if the person holds a master's
10    or doctoral degree with a major emphasis  in  speech-language
11    pathology  or audiology from an institution whose program was
12    accredited  by  the  Council  on  Academic  Accreditation  in
13    Audiology  and  Speech-Language  Pathology  of  the  American
14    Speech-Language-Hearing  Association,   and   holds   (i)   a
15    Certificate   of   Clinical   Competence  from  the  American
16    Speech-Language-Hearing   Association   in    speech-language
17    pathology or audiology, (ii) in the case of an audiologist, a
18    certificate  from the American Board of Audiology, or (iii) a
19    regular license  to  practice  speech-language  pathology  or
20    audiology under the laws of another state, a territory of the
21    United States, or the District of Columbia.

25        Sec.  8.1.  Temporary  license.  On  and after January 1,
26    2004, a person who has met  the  requirements  of  items  (a)
27    through   (e)   of   Section   8  and  undertakes  supervised
28    professional experience as a speech-language pathologist,  as
29    required by subsection (f) of Section 8 and the rules adopted
30    by  the  Department, must obtain a temporary license from the
31    Department.  A  temporary  license  may  be  issued  by   the
32    Department  only  to  an  applicant  pursuing  licensure as a
33    speech-language pathologist. A  temporary  license  shall  be

 1    issued to an applicant upon receipt of documentation on forms
 2    prescribed  by  the  Department demonstrating that a licensed
 3    speech-language  pathologist  has  agreed  to  supervise  the
 4    professional  experience  of  the  applicant  for   temporary
 5    licensure.  A  temporary license shall be issued for a period
 6    of 12 months and may be renewed  only  once  for  good  cause
 7    shown.

 8        Section  99.  Effective date.  This Act takes effect upon
 9    becoming law.".
