 1                          HOUSE RESOLUTION

 2        WHEREAS, Adult day  centers  provide  nursing  home  type
 3    services on an "outpatient" basis; and

 4        WHEREAS,  When  adult  day  centers  close,  clients have
 5    little choice but to enter a nursing home; and

 6        WHEREAS, The State pays an average of $409 for one  month
 7    of  care  in  an  adult day center, compared to an average of
 8    $2,700 for a Medicaid nursing home bed; and

 9        WHEREAS, Twenty adult day centers have closed in the last
10    three years; and

11        WHEREAS, Another dozen centers have indicated  that  they
12    will  have  to close their doors, halt accepting State funded
13    clients, or are contemplating significant staff layoffs; and

14        WHEREAS, Center  closings  have  swelled  the  number  of
15    unserved counties to 62; and

16        WHEREAS,  The  fiscal  year 2004 proposed budget fails to
17    increase adult day center rates, but includes  an  equivalent
18    amount of funds for contracting with new programs; and

19        WHEREAS,  It  is  in  the  best  interest of the State of
20    Illinois, its frail, elderly residents, and the families  who
21    are  caring for them to first stabilize the existing programs
22    before bringing new programs on line; therefore, be it

23        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
24    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25    if any additional funding becomes available,  it  will  be  a
26    priority of the House of Representatives to appropriate funds
27    to currently operating adult day center facilities.
