 1                          HOUSE RESOLUTION

 2        WHEREAS, A fair and  efficient  legal  system  free  from
 3    frivolous  and  abusive litigation is necessary for a vibrant
 4    economy and access to affordable healthcare; and

 5        WHEREAS, Reasonable caps  on  damages  protect  consumers
 6    from the rising costs of, and diminishing access to, products
 7    and services that have resulted from lawsuit abuse; and

 8        WHEREAS,  Victims  who  suffered  losses,  not attorneys,
 9    should receive the majority of damage awards; and

10        WHEREAS, Lawsuits  filed  in  a  timely  fashion  promote
11    fairness for all parties; and

12        WHEREAS,  In accordance with the intent of the Framers of
13    the Constitution,  cases  involving  residents  of  different
14    states should be tried in federal court; and

15        WHEREAS,  Individuals  suffer  the  most  as  a result of
16    frivolous lawsuits as the cost of products and services  rise
17    due   to   exorbitant   rises  in  insurance  costs  and  the
18    availability of each diminishes; therefore be it

19        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
20    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21    we urge our  elected  Representatives  and  Senators  in  the
22    United  States  Congress  to  support meaningful class action
23    reform and medical malpractice liability reform, as  well  as
24    any other legal reform legislation in the 108th Congress; and
25    be it further

26        RESOLVED,  That  suitable  copies  of  this resolution be
27    delivered to the president pro tempore of  the  U.S.  Senate,
28    the  Speaker  of  the U.S. House of Representatives, and each
29    member of the Illinois congressional delegation.
