1     AN ACT concerning license plates.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by
5 renumbering and changing Section 3-653, added by Public Act
6 92-704, as follows:

8     Sec. 3-660 3-653. September 11th license plates.
9     (a) Beginning on September 11, 2002, the Secretary, upon
10 receipt of all applicable fees and applications made in the
11 form prescribed by the Secretary, may issue special
12 registration plates designated as September 11th license
13 plates.
14     The special plates issued under this Section shall be
15 affixed only to passenger vehicles of the first division or
16 motor vehicles of the second division weighing not more than
17 8,000 pounds.
18     Plates issued under this Section shall expire according to
19 the multi-year procedure established by Section 3-414.1 of this
20 Code.
21     (b) The design and color of the special plates shall be
22 wholly within the discretion of the Secretary. The Secretary
23 may allow the plates to be issued as vanity or personalized
24 plates under Section 3-405.1 of this Code. The Secretary shall
25 prescribe stickers or decals as provided under Section 3-412 of
26 this Code.
27     (c) An applicant for the special plate shall be charged a
28 $40 fee for original issuance in addition to the appropriate
29 registration fee. Of this fee, $25 shall be deposited into the
30 September 11th Fund and $15 shall be deposited into the
31 Secretary of State Special License Plate Fund, to be used by
32 the Secretary to help defray the administrative processing

1 costs.
2     For each registration renewal period, a $27 fee, in
3 addition to the appropriate registration fee, shall be charged.
4 Of this fee, $25 shall be deposited into the September 11th
5 Fund and $2 shall be deposited into the Secretary of State
6 Special License Plate Fund.
7     (d) The September 11th Fund is created as a special fund in
8 the State treasury. Subject to appropriation by the General
9 Assembly and approval by the Secretary, the Director of the
10 Illinois Emergency Management Agency Commerce and Community
11 Affairs shall pay all moneys in the September 11th Fund as
12 grants to aid victims of terrorism and as grants to local
13 governments to cover the costs of training, equipment, and
14 other items related to public safety initiatives intended to
15 prevent further acts of terrorism or to respond to further acts
16 of terrorism or other disasters or emergency situations in
17 Illinois.

19     Section 99. Effective date. This Act takes effect upon
20 becoming law.
