    Amends the Property Tax Code to allow a member of an elected board of review to hold other lucrative public office or public employment if not for a governmental body that levies real estate taxes. Amends various Acts relating to the governance of public universities in Illinois to allow a governing board member to be an employee of the federal government.

1     AN ACT concerning boards.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Property Tax Code is amended by changing
5 Section 6-35 as follows:
 
6     (35 ILCS 200/6-35)
7     Sec. 6-35. Elected boards of review. In counties with
8 150,000 or more and less than 3,000,000 inhabitants which had
9 an elected board of review on January 1, 1993, the board of
10 three persons shall continue in office. Every two years, at the
11 regular election of county officers in such counties, one
12 member of the board of review shall be elected to succeed the
13 member whose term expires in that year. Each member shall hold
14 office for a term of 6 years and until a successor is elected
15 and qualified. The persons so elected shall qualify within 10
16 days after the canvass of the vote is completed. They shall
17 hold no other lucrative public office or public employment for
18 a governmental body that levies real estate taxes. Each member
19 shall receive an annual salary to be fixed by the county board
20 and paid out of the county treasury. In case of any vacancy in
21 the board of review or the failure of any person elected to
22 that office to qualify, the vacancy shall be filled by
23 appointment as provided in the general election law until a
24 successor is elected and has qualified. The member having the
25 shortest term to serve shall be the chairman of the board.

27     Section 10. The Southern Illinois University Management
28 Act is amended by changing Section 4 as follows:

1 compensation but shall be entitled to reasonable amounts for
2 expenses necessarily incurred in the performance of their
3 duties. Such expenses incurred by any non-voting student member
4 may, at the discretion of the Chairman of the Board, be
5 provided for by advance payment to such member, who shall
6 account therefor to the Board immediately after each meeting.
7     No member of the Board shall hold or be employed in or
8 appointed to any office or place under the authority of the
9 Board, nor shall any member of the Board be directly or
10 indirectly interested in any contract made by the Board, nor
11 shall he be an employee of the State or Federal Government.
12 This section does not prohibit the student members of the Board
13 from maintaining normal and official status as enrolled
14 students or normal student employment at Southern Illinois
15 University.

17     Section 15. The Chicago State University Law is amended by
18 changing Section 5-20 as follows:

20     Sec. 5-20. Reimbursement; employment limitations. Members
21 of the Board shall serve without compensation but shall be
22 entitled to reasonable amounts for expenses necessarily
23 incurred in the performance of their duties. Such expenses
24 incurred by the student member may, at the discretion of the
25 Chairman of the Board, be provided for by advance payment to
26 the student member, who shall account therefor to the Board
27 immediately after each meeting.
28     No member of the Board shall hold or be employed in or
29 appointed to any office or place under the authority of the
30 Board, nor shall any member of the Board be directly or
31 indirectly interested in any contract made by the Board, nor
32 shall he be an employee of the State or Federal Government;
33 provided that nothing in this Section shall be deemed to

4     Section 20. The Eastern Illinois University Law is amended
5 by changing Section 10-20 as follows:

7     Sec. 10-20. Reimbursement; employment limitations. Members
8 of the Board shall serve without compensation but shall be
9 entitled to reasonable amounts for expenses necessarily
10 incurred in the performance of their duties. Such expenses
11 incurred by the student member may, at the discretion of the
12 Chairman of the Board, be provided for by advance payment to
13 the student member, who shall account therefor to the Board
14 immediately after each meeting.
15     No member of the Board shall hold or be employed in or
16 appointed to any office or place under the authority of the
17 Board, nor shall any member of the Board be directly or
18 indirectly interested in any contract made by the Board, nor
19 shall he be an employee of the State or Federal Government;
20 provided that nothing in this Section shall be deemed to
21 prohibit the student member of the Board from maintaining

2 amended by changing Section 25-20 as follows:

4     Sec. 25-20. Reimbursement; employment limitations. Members
5 of the Board shall serve without compensation but shall be
6 entitled to reasonable amounts for expenses necessarily
7 incurred in the performance of their duties. Such expenses
8 incurred by the student member may, at the discretion of the
9 Chairman of the Board, be provided for by advance payment to
10 the student member, who shall account therefor to the Board
11 immediately after each meeting.
12     No member of the Board shall hold or be employed in or
13 appointed to any office or place under the authority of the

27 entitled to reasonable amounts for expenses necessarily
28 incurred in the performance of their duties. Such expenses
29 incurred by the student member may, at the discretion of the
30 Chairman of the Board, be provided for by advance payment to
