SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Higher Education Commission Act. Creates the Higher Education Commission to establish criteria for the tenure of public university professors, to be submitted to each university for use in making tenure decisions. Requires each university to submit all decisions to grant or deny tenure to the Commission for approval.

1     AN ACT concerning higher education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Higher
5 Education Commission Act.
 
6     Section 5. Creation; membership. The Higher Education
7 Commission is created, consisting of 3 members appointed by the
8 Governor and 2 faculty members from each public university in
9 this State appointed by the university's governing board.
 
10     Section 10. Terms; vacancies. All members of the Higher
11 Education Commission shall serve 4-year terms that expire on
12 January 1, but shall continue to serve until their successors
13 are appointed. Members of the Commission may be reappointed for
14 additional terms. Vacancies shall be filled in the same manner
15 as original appointments.
 
16     Section 15. Compensation; expenses. Members of the Higher
17 Education Commission shall serve without compensation, but
18 shall be reimbursed for actual expenses incurred in the
19 performance of their duties.
 
20     Section 20. Meetings. The Higher Education Commission
21 shall meet initially at the call of the Governor, shall select
22 one member as chairperson at its initial meeting, and shall
23 thereafter meet at the call of the chairperson.
 
24     Section 25. Responsibilities. The Higher Education
25 Commission shall establish criteria for the tenure of public
26 university professors, which shall include the amount of
27 education of the professor, the needs of the university, and
28 the promotion of diversity. The Commission shall submit this

1 criteria to the governing board of each public university in
2 this State to be used in making tenure decisions. Each
3 governing board must submit all decisions to grant or deny
4 tenure to the Commission for approval.
 
5     Section 30. IBHE support. The Board of Higher Education
6 shall provide the Higher Education Commission with whatever
7 administrative, technical, or clerical support services that
8 the Commission needs to carry out its responsibilities.
