SYNOPSIS AS INTRODUCED:
 
ILCON Art. I, Sec. 22.1 new

    Proposes to submit to the electors of the State for adoption an amendment to the Bill of Rights Article of the Illinois Constitution. Provides that the people have a right, which includes the right to use traditional methods, to hunt, fish, and harvest wildlife, subject only to the laws enacted to promote wildlife conservation and management and preserve the future of hunting and fishing. Provides that hunting and fishing shall be a preferred means of managing and controlling wildlife. Provides that the Section shall not be construed to limit the application of any provision of law relating to trespass or property rights. Effective upon being declared adopted.

3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5REPRESENTATIVES CONCURRING HEREIN, that there shall be
6submitted to the electors of the State for adoption or
7rejection at the general election next occurring at least 6
8months after the adoption of this resolution a proposition to
9add Section 22.1 to Article I of the Illinois Constitution as
10follows:

BILL OF RIGHTS

13    (ILCON Art. I, Sec. 22.1 new)
14SECTION 22.1. RIGHT TO HUNT, FISH, AND HARVEST WILDLIFE
15    (a) The people have a right, which includes the right to
16use traditional methods, to hunt, fish, and harvest wildlife,
17subject only to the laws enacted to:
18        (1) promote wildlife conservation and management; and
19        (2) preserve the future of hunting and fishing.
20    (c) Hunting and fishing shall be a preferred means of
21managing and controlling wildlife.

SCHEDULE
3    This Constitutional Amendment takes effect upon being
4declared adopted in accordance with Section 7 of the Illinois
5Constitutional Amendment Act.
