SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/2-112  from Ch. 95 1/2, par. 2-112

    Amends the Illinois Vehicle Code. Requires the Secretary of State to include, in the Illinois Rules of the Road publication, information pertaining to the transportation of hazardous materials. Provides that the information shall include an image and description that details the various hazardous material placards used on vehicles that transport hazardous materials.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 2-112 as follows:
 
6    (625 ILCS 5/2-112)  (from Ch. 95 1/2, par. 2-112)
7    Sec. 2-112. Distribution of synopsis laws.
8    (a) The Secretary of State may publish a synopsis or
9summary of the laws of this State regulating the operation of
10vehicles and may deliver a copy thereof without charge with
11each original vehicle registration and with each original
12driver's license.
13    (b) The Secretary of State shall make any necessary
14revisions in its publications including, but not limited to,
15the Illinois Rules of the Road, to accurately conform its
16publications to the provisions of the Pedestrians with
17Disabilities Safety Act.
18    (c) The Secretary of State shall include, in the Illinois
19Rules of the Road publication, information advising drivers to
20use the Dutch Reach method when opening a vehicle door after
21parallel parking on a street (checking the rear-view mirror,
22checking the side-view mirror, then opening the door with the
23right hand, thereby reducing the risk of injuring a bicyclist

1or opening the door in the path a vehicle approaching from
2behind).
3    (d) The Secretary of State shall include, in the Illinois
4Rules of the Road publication, information advising drivers to
5use the zipper merge method when merging into a reduced number
6of lanes (drivers in merging lanes are expected to use both
7lanes to advance to the lane reduction point and merge at that
8location, alternating turns).
9    (e) The Secretary of State, in consultation with the
10Illinois State Police, shall include in the Illinois Rules of
11the Road publication a description of law enforcement
12procedures during traffic stops and the actions that a
13motorist should take during a traffic stop, including
14appropriate interactions with law enforcement officers.
15    (f) The Secretary of State shall include, in the Illinois
16Rules of Road publication, information advising drivers on
17best practices related to stranded motorists. This may
18include, but is not limited to, how to safely pull the vehicle
19out of traffic, activating hazard lights, when to remain in a
20vehicle, how to safely exit a stranded vehicle, where to find a
21safe place outside the stranded vehicle, and emergency numbers
22to call for assistance.
23    (g) The Secretary of State shall include, in the Illinois
24Rules of the Road publication, information pertaining to the
25transportation of hazardous materials. The information shall
26include an image and description that details the various
