AMENDMENT TO SENATE BILL 2667

2    AMENDMENT NO. ______. Amend Senate Bill 2667 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Section 5.1015 as follows:

12    Sec. 3-699.14. Universal special license plates.
13    (a) In addition to any other special license plate, the
14Secretary, upon receipt of all applicable fees and

1applications made in the form prescribed by the Secretary, may
2issue Universal special license plates to residents of
3Illinois on behalf of organizations that have been authorized
4by the General Assembly to issue decals for Universal special
5license plates. Appropriate documentation, as determined by
6the Secretary, shall accompany each application. Authorized
7organizations shall be designated by amendment to this
8Section. When applying for a Universal special license plate
9the applicant shall inform the Secretary of the name of the
10authorized organization from which the applicant will obtain a
11decal to place on the plate. The Secretary shall make a record
12of that organization and that organization shall remain
13affiliated with that plate until the plate is surrendered,
14revoked, or otherwise cancelled. The authorized organization
15may charge a fee to offset the cost of producing and
16distributing the decal, but that fee shall be retained by the
17authorized organization and shall be separate and distinct
18from any registration fees charged by the Secretary. No decal,
19sticker, or other material may be affixed to a Universal
20special license plate other than a decal authorized by the
21General Assembly in this Section or a registration renewal
22sticker. The special plates issued under this Section shall be
23affixed only to passenger vehicles of the first division,
24including motorcycles and autocycles, or motor vehicles of the
25second division weighing not more than 8,000 pounds. Plates
26issued under this Section shall expire according to the

1multi-year procedure under Section 3-414.1 of this Code.
2    (b) The design, color, and format of the Universal special
3license plate shall be wholly within the discretion of the
4Secretary. Universal special license plates are not required
5to designate "Land of Lincoln", as prescribed in subsection
6(b) of Section 3-412 of this Code. The design shall allow for
7the application of a decal to the plate. Organizations
8authorized by the General Assembly to issue decals for
9Universal special license plates shall comply with rules
10adopted by the Secretary governing the requirements for and
11approval of Universal special license plate decals. The
12Secretary may, in his or her discretion, allow Universal
13special license plates to be issued as vanity or personalized
14plates in accordance with Section 3-405.1 of this Code. The
15Secretary of State must make a version of the special
16registration plates authorized under this Section in a form
17appropriate for motorcycles and autocycles.
18    (c) When authorizing a Universal special license plate,
19the General Assembly shall set forth whether an additional fee
20is to be charged for the plate and, if a fee is to be charged,
21the amount of the fee and how the fee is to be distributed.
22When necessary, the authorizing language shall create a
23special fund in the State treasury into which fees may be
24deposited for an authorized Universal special license plate.
25Additional fees may only be charged if the fee is to be paid
26over to a State agency or to a charitable entity that is in

1compliance with the registration and reporting requirements of
2the Charitable Trust Act and the Solicitation for Charity Act.
3Any charitable entity receiving fees for the sale of Universal
4special license plates shall annually provide the Secretary of
5State a letter of compliance issued by the Attorney General
6verifying that the entity is in compliance with the Charitable
7Trust Act and the Solicitation for Charity Act.
8    (d) Upon original issuance and for each registration
9renewal period, in addition to the appropriate registration
10fee, if applicable, the Secretary shall collect any additional
11fees, if required, for issuance of Universal special license
12plates. The fees shall be collected on behalf of the
13organization designated by the applicant when applying for the
14plate. All fees collected shall be transferred to the State
15agency on whose behalf the fees were collected, or paid into
16the special fund designated in the law authorizing the
17organization to issue decals for Universal special license
18plates. All money in the designated fund shall be distributed
19by the Secretary subject to appropriation by the General
20Assembly.
21    (e) The following organizations may issue decals for
22Universal special license plates with the original and renewal
23fees and fee distribution as follows:
24        (1) The Illinois Department of Natural Resources.
25            (A) Original issuance: $25; with $10 to the
26        Roadside Monarch Habitat Fund and $15 to the Secretary

1        of State Special License Plate Fund.
2            (B) Renewal: $25; with $23 to the Roadside Monarch
3        Habitat Fund and $2 to the Secretary of State Special

7        deposited into the Illinois Veterans' Homes Fund.

6    to the Prostate Cancer Foundation of Chicago.
7        (3) The Horsemen's Council of Illinois Fund. All money
8    in the Horsemen's Council of Illinois Fund shall be paid
9    as grants to the Horsemen's Council of Illinois.
10        (4) The Post-Traumatic Stress Disorder Awareness Fund.
11    All money in the Post-Traumatic Stress Disorder Awareness
12    Fund shall be paid as grants to K9s for Veterans, NFP for
13    support, education, and awareness of veterans with
14    post-traumatic stress disorder.
15        (5) The Guide Dogs of America Fund. All money in the
16    Guide Dogs of America Fund shall be paid as grants to the
17    International Guiding Eyes, Inc., doing business as Guide
18    Dogs of America.
19        (6) The Mechanics Training Fund. All money in the
20    Mechanics Training Fund shall be paid as grants to the
21    Mechanics Local 701 Training Fund.
22        (7) The Theresa Tracy Trot - Illinois CancerCare
23    Foundation Fund. All money in the Theresa Tracy Trot -
24    Illinois CancerCare Foundation Fund shall be paid to the
25    Illinois CancerCare Foundation for the purpose of

1        (8) The Developmental Disabilities Awareness Fund. All
2    money in the Developmental Disabilities Awareness Fund
3    shall be paid as grants to the Illinois Department of
4    Human Services to fund legal aid groups to assist with
5    guardianship fees for private citizens willing to become
6    guardians for individuals with developmental disabilities
7    but who are unable to pay the legal fees associated with
8    becoming a guardian.
9        (9) The Pediatric Cancer Awareness Fund. All money in
10    the Pediatric Cancer Awareness Fund shall be paid as
11    grants to the Cancer Center at Illinois for pediatric
12    cancer treatment and research.
13        (10) The Folds of Honor Foundation Fund. All money in
14    the Folds of Honor Foundation Fund shall be paid as grants
15    to the Folds of Honor Foundation to aid in providing
16    educational scholarships to military families.
17        (11) The Experimental Aircraft Association Fund. All
18    money in the Experimental Aircraft Association Fund shall
19    be paid, subject to appropriation by the General Assembly
20    and distribution by the Secretary, as grants to promote
21    recreational aviation.
22        (12) The Child Abuse Council of the Quad Cities Fund.
23    All money in the Child Abuse Council of the Quad Cities
24    Fund shall be paid as grants to benefit the Child Abuse
25    Council of the Quad Cities.
26        (13) The Illinois Health Care Workers Benefit Fund.

1    All money in the Illinois Health Care Workers Benefit Fund
2    shall be paid as grants to the Trinity Health Foundation
3    for the benefit of health care workers, doctors, nurses,
4    and others who work in the health care industry in this
5    State.
6        (14) The Future Farmers of America Fund. All money in
7    the Future Farmers of America Fund shall be paid as grants
8    to the Illinois Association of Future Farmers of America.
9        (15) The Tick Research, Education, and Evaluation
10    Fund. All money in the Tick Research, Education, and
11    Evaluation Fund shall be paid as grants to the Illinois
12    Lyme Association.
13        (16) The Illinois USTA/Midwest Tennis Foundation Youth
14    Tennis Fund. All money in the Illinois USTA/Midwest Tennis
15    Foundation Youth Tennis Fund shall be paid as grants to
16    the Illinois USTA/Midwest Tennis Foundation Youth Tennis
