SYNOPSIS AS INTRODUCED:

    Amends the State Board of Education Article of the School Code. Provides that the State Global Scholar Certification Program shall recognize public and nonpublic high school graduates who have attained global competence (instead of public high school graduates). Amends the College and Career Success for All Students Act. Provides that beginning with the 2023-2024 academic year, students earning the Illinois Global Scholar Certificate shall be accepted for no less than 4 hours of credit to satisfy degree requirements by all institutions of higher education. Provides that each institution of higher education shall determine whether credit will be granted for electives, general education requirements, or major requirements for students who earned the Illinois Global Scholar Certificate. Effective July 1, 2023.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.169 as follows:
 
6    (105 ILCS 5/2-3.169)
7    Sec. 2-3.169. State Global Scholar Certification.
8    (a) The State Global Scholar Certification Program is
9established to recognized public and nonpublic high school
10graduates who have attained global competence. State Global
11Scholar Certification shall be awarded beginning with the
122017-2018 school year. School district participation in this
13certification is voluntary.
14    (b) The purposes of State Global Scholar Certification are
15as follows:
16        (1) To recognize the value of a global education.
17        (2) To certify attainment of global competence.
18        (3) To provide employers with a method of identifying
19    globally competent employees.
20        (4) To provide colleges and universities with an
21    additional method to recognize applicants seeking
22    admission.
23        (5) To prepare students with 21st century skills.

1        (6) To encourage the development of a globally ready
2    workforce in the STEM (science, technology, engineering,
3    and mathematics), manufacturing, agriculture, and service
4    sectors.
5    (c) State Global Scholar Certification confirms attainment
6of global competence, sufficient for meaningful use in college
7and a career, by a graduating public high school student.
8    (d) The State Board of Education shall adopt such rules as
9may be necessary to establish the criteria that students must
10achieve to earn State Global Scholar Certification, which
11shall minimally include attainment of units of credit in
12globally focused courses, service learning experiences, global
13collaboration and dialogue, and passage of a capstone project
14demonstrating global competency, as approved by the
15participating school district for this purpose.
16    (e) The State Board of Education shall do both of the
17following:
18        (1) Prepare and deliver to participating school
19    districts an appropriate mechanism for designating State
20    Global Scholar Certification on the diploma and transcript
21    of a student indicating that the student has been awarded
22    State Global Scholar Certification by the State Board of
23    Education.
24        (2) Provide other information the State Board of
25    Education deems necessary for school districts to
26    successfully participate in the certification.

1    (f) A school district that participates in certification
2under this Section shall do both of the following:
3        (1) Maintain appropriate records in order to identify
4    students who have earned State Global Scholar
5    Certification.
6        (2) Make the appropriate designation on the diploma
7    and transcript of each student who earns State Global
8    Scholar Certification.
9    (g) No fee may be charged to a student to receive the
10designation pursuant to the Section. Notwithstanding this
11prohibition, costs may be incurred by the student in
12demonstrating proficiency.

14    Section 10. The College and Career Success for All
15Students Act is amended by changing Section 30 as follows:
 
16    (105 ILCS 302/30)
17    Sec. 30. Postsecondary-level course credit.
18    (a) In this Section:
19    "Institution of higher education" means a public
20university or public community college located in this State.
21    "International Baccalaureate Diploma Programme subject"
22means an International Baccalaureate course taken by either
23International Baccalaureate diploma candidates or by
24International Baccalaureate course candidates.

1    "Subject score" means the total points awarded to a
2candidate for an International Baccalaureate course based on
3fulfillment of all subject requirements, including the
4end-of-course examination.
5    (b) Beginning with the 2016-2017 academic year, scores of
63, 4, and 5 on the College Board Advanced Placement
7examinations and, beginning with the 2017-2018 academic year,
8subject scores of 4 or higher for International Baccalaureate
9Diploma Programme subjects shall be accepted for credit to
10satisfy degree requirements by all institutions of higher
11education. Each institution of higher education shall
12determine for each Advanced Placement test and International
13Baccalaureate Diploma Programme subject whether credit will be
14granted for electives, general education requirements, or
15major requirements and the Advanced Placement and
16International Baccalaureate Diploma Programme subject scores
17required to grant credit for those purposes. Beginning with
18the 2023-2024 academic year, students earning the Illinois
19Global Scholar Certificate shall be accepted for no less than
204 hours of credit to satisfy degree requirements by all
21institutions of higher education. Each institution of higher
22education shall determine whether credit will be granted for
23electives, general education requirements, or major
24requirements for students who earned the Illinois Global
25Scholar Certificate.
26    (c) By the conclusion of the 2020-2021 academic year, the

1Board of Higher Education, in cooperation with the Illinois
2Community College Board, shall analyze the Advanced Placement
3examination and International Baccalaureate Diploma Programme
4subject score course granting policy of each institution of
5higher education and the research used by each institution in
6determining the level of credit and the number of credits
7provided for the Advanced Placement and International
8Baccalaureate Diploma Programme subject scores in accordance
9with the requirements of this Section and file a report that
10includes findings and recommendations to the General Assembly
11and the Governor. Each institution of higher education shall
12provide the Board of Higher Education and the Illinois
13Community College Board with all necessary data, in accordance
14with the federal Family Educational Rights and Privacy Act of
151974, to conduct the analysis.
16    (d) Each institution of higher education shall publish its
17updated Advanced Placement examination and International
18Baccalaureate Diploma Programme subject score course granting
19policy in accordance with the requirements of this Section on
20its Internet website before the beginning of the 2017-2018
21academic year.

23    Section 99. Effective date. This Act takes effect July 1,
242023.
