    Amends the Humane Care for Animals Act and the Illinois Vehicle Code. Provides that no person shall lead or tether a companion animal from a moving motor vehicle or any device attached thereto.

1    AN ACT concerning animals.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Humane Care for Animals Act is amended by
5adding Section 7.3 as follows:
 
6    (510 ILCS 70/7.3 new)
7    Sec. 7.3. Leading animal from motor vehicle.
8    (a) No person shall lead or tether a companion animal from
9a moving motor vehicle or any device attached thereto.
10    (b) For purposes of this Section:
11    "Lead" means to confine by a leash or other device that is
12controlled by a person, and that fits on the animal's body and
13limits the animal's movements.
14    "Tether" means to confine by a leash or other device that
15is attached to a fixed object, and that fits on the animal's
16body and limits the animal's movements.
 
17    Section 10. The Illinois Vehicle Code is amended by adding
18Section 11-1433 as follows:
 
19    (625 ILCS 5/11-1433 new)
20    Sec. 11-1433. Leading animal from motor vehicle.
