SENATE RESOLUTION

 
2    WHEREAS, Tinley Park Mental Health Center was constructed
3in 1958; it occupies 213 acres and is adjacent to the 62 acres
4of property vacated by the Howe Development Center; and
 
5    WHEREAS, The facility was decertified by the federal
6government in 2009; and
 
7    WHEREAS, The 61-year-old facility stopped admissions on
8June 16, 2012, and patients were discharged into local
9hospitals and treatment providers; and
 
10    WHEREAS, The Tinley Park Mental Health Center property has
11remained unoccupied for the past seven years and poses safety
12and environmental risks to local residents of Tinley Park; and
 
13    WHEREAS, The Village of Tinley Park has conducted their own
14private study, at the expense of taxpayers, to investigate the
15environmental risks associated with the Tinley Park Mental
16Health Center; and
 
17    WHEREAS, The Results of the Village of Tinley Park's
18studies have estimated an environmental clean up cost of
19$12,400,000.00; and

1    WHEREAS, The Tinley Park Mental Health Center costs the
2state approximately $500,000.00 a year for maintenance and
3unduly burdens the taxpayers of the State of Illinois,
4including the residents of Tinley Park and the surrounding
5communities; and
 
6    WHEREAS, The Village of Tinley Park has taken requested
7proposals from qualified developers across the nation in order
8to properly develop the Tinley Park Mental Health Center; and
 
9    WHEREAS, The residents and developers deserve to know the
10estimated value of the property and the costs that are
11associated with the purchase and development of the property;
12and
 
13    WHEREAS, The residents of Tinley Park deserve to have the
14property developed and should not be responsible for the costs
15associated with the environmental clean up from an outdated
16state property; and
 
17    WHEREAS, Over the past four years, members of the Illinois
18General Assembly have requested that the previous Governor and
19his administration proceed with the resolution of the
20environmental issues associated with the Tinley Park Mental
21Health Center so the surplus property could be sold; and

1    WHEREAS, Members of the Illinois General Assembly have also
2requested that the Department of Central Management Services
3conduct three independent appraisals on the property, which is
4required by Illinois State law; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we urge Governor JB
7Pritzker and the Director of the Department of Central
8Management Services to conduct the three independent
9appraisals required by State law in order to further the sale
10of the Tinley Park Mental Health Center; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to Governor JB Pritzker and the Director of the
13Department of Central Management Services.
