AMENDMENT TO SENATE BILL 2142

2    AMENDMENT NO. ______. Amend Senate Bill 2142 as follows:
 
3by replacing line 20 on page 2 through line 24 on page 3 with
4the following:
 
5    "(b) The Governor shall appoint 8 students located in the
6Chicagoland area to the Council who have a freshman, sophomore,
7junior, or senior standing, and are currently attending an
8institution of higher education that offers post-secondary
9certificates or degrees. Of those 8 students, 2 students shall
10be enrolled at a public university, 2 students shall be
11enrolled at a not-for-profit college, 2 students shall be
12enrolled at a for-profit college, and 2 students shall be
13enrolled at a community college. Of the 8 students, no more
14than one student shall represent the following types of
15students:
16        (1) one traditional direct entrant, meaning a recent

1    high school graduate;
2        (2) one first generation student;
3        (3) one Monetary Award Program grantee;
4        (4) one veteran;
5        (5) one non-traditionally aged student;
6        (6) one ex-offender;
7        (7) one student of color; and
8        (8) one transfer student.
9    (c) The Governor shall appoint 6 students located in
10downstate Illinois to the Council who have a freshman,
11sophomore, junior, or senior standing, and are currently
12attending an institution of higher education that offers
13post-secondary certificates or degrees. Of those 6 students, 2
14students shall be enrolled at a public university, 1 student
15shall be enrolled at a not-for-profit college, 1 student shall
16be enrolled at a for-profit college, and 2 students shall be
17enrolled at a community college. Of the 6 students, no more
18than one student shall represent one of the following types of
19students:
20        (1) one traditional direct entrant, meaning a recent

5school or an equivalent program. Of the 8 appointees, 2 shall
6be attending a public high school, 2 shall be attending a
7private high school, 2 shall be attending a Department of
8Juvenile Justice high school, and 2 shall be attending a GED
9program. The appointees under this subsection (d) shall have a
10junior or senior standing in their respective high school or
11high school equivalent program.
12    (e) The Governor shall appoint 6 students located in
13downstate Illinois to the Council who currently attend high
14school or an equivalent program. Of the 6 appointees, 2 shall
15be attending a public high school, 1 shall be attending a
16private high school, 1 shall be attending a Department of
17Juvenile Justice high school, and 2 shall be attending a GED
18program. The appointees under this subsection (e) shall have a
19junior or senior standing in their respective high school or
20high school equivalent program."; and
 
21on page 3, line 25, by replacing "(d)" with "(f)"; and
 
22on page 4, line 3, by replacing "(e)" with "(g)"; and
 
23on page 4, immediately below line 5, by inserting the

1following:
2    "(h) For the purposes of this Section:
3        "Chicagoland area" means Cook County, McHenry County,
4    Lake County, DuPage County, and Will County.
5        "Downstate Illinois" means all other areas of this
6    State outside of the Chicagoland area."; and
 
7on page 4, by replacing lines 6 through 17 with the following:
 
8    "Section 20. Members; qualifications. Each member of the
9Council shall, during his or her term, be a student enrolled at
10a high school, community college, or university in this State,
11except that if a member graduates from high school or college
12during his or her term, such member shall be allowed to
13complete the term."; and
 
14by replacing line 22 on page 7 through line 1 on page 8 with
15"31. The notice shall include the requirements for membership
16and a copy of the application.".
