AMENDMENT TO SENATE BILL 1932

2    AMENDMENT NO. ______. Amend Senate Bill 1932, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Property Tax Code is amended by adding
6Section 24-36 as follows:
 
7    (35 ILCS 200/24-36 new)
8    Sec. 24-36. Property Tax Relief Task Force.
9    (a) The Property Tax Relief Task Force is created. The Task
10Force shall utilize a racial and economic equity lens to
11identify the causes of increasingly burdensome property taxes
12across Illinois, review best practices in public policy
13strategies that create short-term and long-term property tax
14relief for homeowners, and make recommendations to assist in
15the development of short-term and long-term administrative,
16electoral, and legislative changes needed to create short-term

1and long-term property tax relief for homeowners.
2    (b) The members of the Property Tax Relief Task Force shall
3include and represent the diversity of the people of Illinois,
4and shall be composed of the following:
5        (1) members appointed by the Governor;
6        (2) members of the House of Representatives appointed
7    by the Speaker of the House of Representatives; and
8        (3) members of the Senate appointed by the Senate
9    President.
10    The members of the Task Force shall serve without
11compensation and shall elect co-chairs from among their number.
12    (c) The Department of Revenue shall provide administrative
13support for the Task Force. The State Board of Education and
14the Governor's Office of Management and Budget shall
15collaborate with the Task Force as requested by the Task Force.
16    (d) Within 90 days after the effective date of this
17amendatory Act of the 101st General Assembly, the Task Force
18shall submit an initial report to the Governor and General
19Assembly outlining short-term and long-term administrative,
20electoral, and legislative changes needed to create short-term
21and long-term property tax relief for homeowners.
22    (e) The Task Force shall submit a final report to the
23Governor and the General Assembly outlining short-term and
24long-term administrative, electoral, and legislative changes
25needed to create short-term and long-term property tax relief
26for homeowners by December 31, 2019.

1    (f) This Section is repealed December 31, 2020.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.".
