AMENDMENT TO SENATE BILL 1621

2    AMENDMENT NO. ______. Amend Senate Bill 1621 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Complete Count Commission Act is
5amended by changing Sections 5, 15, 20, and 25 as follows:
 
6    (20 ILCS 5100/5)
7    (Section scheduled to be repealed on June 30, 2021)
8    Sec. 5. Commission; members; meetings.
9    (a) The Illinois Complete Count Commission is created,
10which shall consist of the following members:
11        (1) the President of the Senate or his or her designee;
12        (2) the Speaker of the House of Representatives or his
13    or her designee;
14        (3) the Minority Leader of the Senate or his or her
15    designee;
16        (4) the Minority Leader of the House of Representatives

1    or his or her designee;
2        (5) the Mayor of Chicago or his or her designee;
3        (6) the Governor or his or her designee;
4        (6.5) the Lieutenant Governor or his or her designee;
5        (7) the Secretary of State or his or her designee;
6        (8) the President of the Cook County Board or his or
7    her designee;
8        (9) three individuals representing units of local
9    government outside of the City of Chicago, reflecting the
10    geographic diversity of the State, appointed by the
11    Secretary of State;
12        (10) four individuals representing units of local
13    government outside of the City of Chicago, reflecting the
14    geographic diversity of the State, appointed by the
15    Governor;
16        (11) one representative each from four different
17    organizations representing the interests of minorities in
18    the State appointed by the Secretary of State; and
19        (12) one representative each from three different
20    organizations representing the interests of business in
21    the State, including one organization representing
22    minority business interests appointed by the Governor.
23    (b) Members shall serve at the pleasure of their respective
24appointing official and vacancies shall be filled in the same
25manner as the initial appointment. Members serving on the
26Commission on the effective date of this amendatory Act of the

1101st General Assembly may be reappointed as members for
2consecutive decennial census terms. Any vacancies occurring on
3or after the effective date of this amendatory Act of the 101st
4General Assembly may be filled by the Lieutenant Governor.
5    (c) The Lieutenant Governor Secretary of State shall serve
6as chairperson of the Commission. The Commission shall meet at
7the call of the chair or upon request of any 10 members of the
8Commission.

12    Sec. 15. Duties.
13    (a) The Commission shall develop, recommend, and assist in
14the administration of a census outreach strategy to encourage
15full participation in the 2020 federal decennial census of
16population required by Section 141 of Title 13 of the United
17States Code.
18    (b) The census outreach strategy shall include, but not be
19limited to, State agency initiatives to encourage
20participation in the 2020 Census, the establishment and support
21of school-based outreach programs, partnerships with
22non-profit community-based organizations, and a multi-lingual,
23multi-media campaign designed to ensure an accurate and
24complete count of Illinois' population.
25    (b-5) The census outreach strategy shall have a strategic

1focus on addressing hard to count and underserved communities
2that the census historically overlooks, including, but not
3limited to, communities of color, urban and rural low-income
4households, immigrants, populations with language barriers,
5homeless persons, senior citizens, veterans, and young
6children.
7    (c) To assist in carrying out its duties, the Commission
8may create and appoint subcommittees as it deems appropriate
9and shall solicit participation from relevant experts and
10practitioners involved in census issues.

14    Sec. 20. Coordination; support.
15    (a) The Illinois Complete Count Commission outreach
16strategy shall be coordinated through the Office of the
17Lieutenant Governor Secretary of State which shall provide
18administrative support to the Commission and coordinate with
19all State agencies and constitutional officers, as well as
20units of local government, to identify effective methods of
21outreach to Illinoisans and to provide resources to ensure the
22outreach program is successful and that all Illinoisans are
23counted.
24    (a-5) The Commission shall work with local cities,
25municipalities, villages, and townships to encourage them to

1form their own Complete Count Committees. These Committees
2shall be established by either resolution or proclamation to
3work in conjunction with the Commission established under this
4Act. It is the Commission's goal for every District in the
5General Assembly to form, fund, and appoint members to each
6local Committee. Local Committees shall work with the
7Commission to design and implement census outreach strategy
8efforts in their perspective areas.
9    (a-10) The Commission shall establish relationships with
10independent organizations, such as nonprofit organizations,
11community organizations, local and statewide businesses,
12elementary and secondary schools, institutions of higher
13education, and congregations, in each District of the General
14Assembly to encourage and assist them to create Complete Count
15Committees. The Commission may accept financial support from
16nonprofit organizations and charitable foundations, including
17corporate charitable foundations.
18    (b) All State agencies shall inform the Office of the
19Lieutenant Governor Secretary of State of their designated
20census coordinator and cooperate with the Commission and
21provide support to the Commission. For the purposes of this
22Section, "State agencies" means any executive agency or
23department directly responsible to the Governor. Other
24entities of State government, including other constitutional
25officers, the offices of the legislative and judicial branches,
26and units of local government shall cooperate and provide all

1reasonable assistance to the Commission.

5    Sec. 25. Reports. The Commission shall submit an interim
6report to the General Assembly by November 30, 2018, containing
7its recommended outreach strategy to encourage full
8participation and to avoid an undercount in the 2020 Census;
9thereafter, the Commission through reports and presentations,
10shall advise the Governor and General Assembly not less than
11quarterly on its work. Six months prior to the decennial
12census, the Commission shall advise the Governor and the
13General Assembly on a monthly basis. The the Commission shall
14submit a its final report to the General Assembly no later than
15January 1, 2020 June 30, 2019, specifying its recommended
16outreach strategy for implementation for the 2020 Census. The
17Commission shall submit a final report to the General Assembly
18no later than December 31, 2020 detailing the work of the
19Commission concerning outreach, promotion, and community
20support during the 2020 calendar year.
21    Post-decennial census activities shall include, but not be
22limited to, a report prepared by the Commission to be received
23and filed by the General Assembly detailing the Commission's
24efforts for the 2020 Census, including the background on the
25State's population at the time, targeted populations,

1description of Commission members and subcommittees, the
2State's overall efforts, partnerships, materials distributed,
3and decennial-specific Census results for Illinois. Such
4record-keeping will enrich the State's historical archive and
5assist future Commission efforts.

7    Section 99. Effective date. This Act takes effect upon
