HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Judge
4Manuel Barbosa of Elgin, who passed away on November 25, 2019;
5and
 
6    WHEREAS, Judge Barbosa was born in Tamuin, San Luis Potosi,
7Mexico to Eliseo and Concepcion Barbosa on October 28, 1947; he
8immigrated with his family to the U.S. as an infant; his family
9settled in Elgin when he was 10, and he attended St. Procopius
10College and John Marshall Law School; and
 
11    WHEREAS, Judge Barbosa had a distinguished career in both
12private practice and public service; he spent 18 years as
13chairman of the Illinois Human Rights Commission before being
14appointed to the federal bench in 1998, becoming the first
15Hispanic federal judge to serve on the bench of the Northern
16District of Illinois; as a bankruptcy judge, he oversaw a
17diverse set of cases, ranging from those involving large
18companies to those involving individuals; and
 
19    WHEREAS, Judge Barbosa served on the board of visitors at
20Northern Illinois University's College of Law and operated a
21judicial reform training program in Peru; he founded the Club
22Guadalupano of Elgin to help Latino students find scholarships;

1he also served on the Metra Board of Directors; and
 
2    WHEREAS, Judge Barbosa was preceded in death by his parents
3and his sister, Carmen; and
 
4    WHEREAS, Judge Barbosa is survived by his wife, Linda
5Barbosa; his children, Maria Elena, Vincent, and Cristina; and
6his grandchildren, Adrian, Jonathan, Alysia, Anthony,
7Gabriella, Simone, Axel, and Stella; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we mourn the passing of Judge Manuel Barbosa and extend our
11sincere condolences to his family, friends, and all who knew
12and loved him; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Judge Barbosa as an expression of
15our deepest sympathy.
