HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Bloomington-Normal
4Water Reclamation District on the occasion of the 100th
5anniversary of its founding; and
 
6    WHEREAS, In 1919, residents of Bloomington-Normal voted to
7form a sanitary district to treat wastewater in the two
8communities; in 1928, a new, state-of-the-art plant began
9service and, throughout the years, was upgraded and expanded;
10and
 
11    WHEREAS, In 1990, the district was renamed the
12Bloomington-Normal Water Reclamation District (BNWRD) by
13district trustees; in 2005, the J. Michael Callahan Southeast
14Wastewater Plant, a second wastewater treatment facility,
15opened to serve the northeast, east, and southeast metro areas
16of Bloomington-Normal, as well as portions of the Village of
17Downs; and
 
18    WHEREAS, The Bloomington-Normal Water Reclamation
19District's mission is to recycle wastewater safely,
20efficiently, and economically to improve the quality of life,
21maintain the public health, and protect the environment in the
22Bloomington-Normal area; and

1    WHEREAS, The Bloomington-Normal Water Reclamation District
2has created and currently maintains two environmental
3conservation sites in McLean County; the Kenneth L. Schroeder
4Wildlife Sanctuary is located near the Southeast Plant and is
5open to the public; the E. Burton Mercier Conservation Area is
6near Shirley; and
 
7    WHEREAS, The Bloomington-Normal Water Reclamation District
8has been nominated for a number of awards; the West Bloomington
9Plant has been nominated for Plant of the Year by the Illinois
10Environmental Protection Agency multiple times and was
11selected as the Group One Plant of the Year by the statewide
12Illinois Association of Water Pollution Control Operators four
13times; in February 2019, the Southeast Plant received the Group
14One Plant of the Year Award from the Illinois Association of
15Water Pollution Control Operators for excellence in
16aesthetics, cleanliness, operations, and compliance with state
17wastewater treatment standards; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we congratulate the Bloomington-Normal Water Reclamation
21District on the occasion of the 100th anniversary of its
22founding and commend them on fulfilling their mission of
23recycling wastewater safely, efficiently, and economically to

1improve the quality of life, maintain the public health, and
2protect the environment; and be it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to the Bloomington-Normal Water Reclamation District
5as an expression of our esteem and respect.
