AMENDMENT TO HOUSE RESOLUTION 356

2    AMENDMENT NO. ___. Amend House Resolution 356 by replacing
3everything after the heading with the following:
 
4    "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we direct the Department of Agriculture and the Department of
7Financial & Professional Regulation to each conduct a disparity
8study on whether minority-owned businesses face any barriers
9that prevent the equitable participation in the business of
10cultivating, manufacturing, delivering, distributing, testing,
11transporting, and other avenues within the business of
12legalized cannabis in Illinois; and be it further
 
13    RESOLVED, That the study should include, but not be limited
14to, the following:
15        (1) Evidence of past and present racial discrimination
16    by the government in the businesses of agriculture

1    (non-livestock), its delivery, its distribution, its
2    testing, and its transportation;
3        (2) Annual income, access to capital, cannabis
4    convictions, communities with a disproportionately high
5    amount of law enforcement with respect to cannabis of those
6    seeking to enter the field; and
7        (3) The process for obtaining recreational and medical
8    permits and licensing; and be it further
 
9    RESOLVED, That the Department of Agriculture, the
10Department of Financial & Professional Regulation, and the
11General Assembly should use the results of this study to
12address the inequality within the business of legalized
13cannabis and develop clear guidelines to prevent it,
14alternative remedies to prevent it, flexibility and duration of
15the relief, relationship of the numerical goals in the relevant
16labor market, and impact on third parties; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18delivered to the Department of Agriculture and the Department
19of Financial & Professional Regulation."
