HOUSE JOINT RESOLUTION

WHEREAS, S. 1573 of the 116th Congress, introduced by Sen.
Tammy Duckworth, and its companion bill H.R. 3932, introduced
by Cong. Lauren Underwood, would eliminate co-pays for
preventive procedures and medication for patients treated
through the Veterans Administration (VA); and

WHEREAS, Private insurance companies waive co-pays for
preventive care because they realize that the amount they would
spend on preventive care is far less than what they would have
to spend on the treatment for preventable diseases; and

WHEREAS, When the VA instituted co-pays, it told veterans
that co-pays actually benefited them because it would mean that
the VA would have more money to spend on their treatment; this
was an insult to the intelligence of veterans because no
outside healthcare provider would ever insult the intelligence
of its patients by telling them that paying or paying more for
their care would be good for them; and

WHEREAS, Veterans should not be the only Americans who are
required to make co-pays for preventive care; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
