AMENDMENT TO HOUSE BILL 2895

2    AMENDMENT NO. ______. Amend House Bill 2895, on page 2,
3immediately below line 9, by inserting the following:
4    "(d) The Department shall ensure that all hospitals require
5all current and new obstetrical staff, emergency department
6staff, and any other staff, including residents and fellows in
7training, who provide care for pregnant or postpartum women to
8receive implicit bias training and education in cultural
9competency in interactions between patients and providers.
10    (e) The Department shall provide support for the Illinois
11Perinatal Quality Collaborative to develop an initiative to
12improve birth equity and reduce peripartum racial and ethnic
13disparities, modeled using the Alliance for Innovation on
14Maternal Health and the California Maternal Quality
15Collaborative's pilot work on improving birth equity. The
16Department shall support the initiation of a statewide
17perinatal quality improvement initiative in collaboration with
18Illinois birthing hospitals to implement strategies to reduce

1peripartum racial and ethnic disparities and to address
2implicit bias in the health care system.
3    (f) The Department shall ensure that all hospitals develop
4protocols for timely identification of all pregnant and
5postpartum women in the emergency department and for
6appropriate and timely consultation of an obstetric provider to
7provide input on management and follow-up.".
