SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-3.10 new

    Amends the School Code. Provides that every public elementary school shall include in its 6th, 7th, or 8th grade curriculum, beginning with the 2019-2020 school year, at least one semester of civics education; specifies course content requirements and requires the education to be in accordance with Illinois Learning Standards for social science. Allows school districts to consult with civics education stakeholders, as deemed appropriate by the State Board of Education. Allows school districts to utilize private funding available for the purposes of offering civics education. Effective July 1, 2019.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
527-3.10 as follows:
 
6    (105 ILCS 5/27-3.10 new)
7    Sec. 27-3.10. Elementary school civics course of study. In
8addition to the instruction required to be provided under
9Section 27-3 of this Code, every public elementary school shall
10include in its 6th, 7th, or 8th grade curriculum, beginning
11with the 2019-2020 school year, at least one semester of civics
12education, which shall help young people acquire and learn to
13use the skills, knowledge, and attitudes that will prepare them
14to be competent and responsible citizens throughout their
15lives. Civics education course content shall focus on
16government institutions, the discussion of current and
17societal issues, service learning, and simulations of the
18democratic process. Civics education in 6th, 7th, or 8th grade
19shall be in accordance with Illinois Learning Standards for
20social science. Additionally, school districts may consult
21with civics education stakeholders, deemed appropriate by the
22State Board of Education, with regard to civics education
23curriculum for 6th, 7th, or 8th grade. School districts may

3    Section 99. Effective date. This Act takes effect July 1,
42019.
