SYNOPSIS AS INTRODUCED:

    Amends the Salaries Act. Decreases the annual salary of the Governor, Lieutenant Governor, Secretary of State, Comptroller, Treasurer, and Attorney General by 10% beginning the second Monday of January 2023. Amends the General Assembly Compensation Act. Decreases the annual salary and committee service stipends of General Assembly members by 10% beginning the second Wednesday of January 2021 for each member of the House of Representatives and each member of the Senate elected to a 2-year term commencing January 9, 2019 and beginning January 11, 2023 for all other members of the Senate. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Salaries Act is amended by changing Section
51 as follows:
 
6    (5 ILCS 290/1)  (from Ch. 53, par. 1)
7    Sec. 1. Salaries of executive officers.
8    (a) There shall be allowed and paid an annual salary in
9lieu of all other salaries, fees, perquisites, benefit of
10compensation in any form whatsoever, to each of the officers
11herein named, the following respectively.
12    To the Governor, a salary set by the Compensation Review
13Board, together with the use and occupancy of the executive
14mansion.
15    To the Lieutenant Governor, a salary set by the
16Compensation Review Board.
17    To the Secretary of State, a salary set by the Compensation
18Review Board.
19    To the Comptroller, a salary set by the Compensation Review
20Board.
21    To the Treasurer, a salary set by the Compensation Review
22Board.
23    To the Attorney General, a salary set by the Compensation

2    (b) Notwithstanding subsection (a), beginning the second
3Monday of January 2023, the annual salary of each executive
4officer listed in subsection (a) shall be an amount equal to
590% of the amount of annual salary that the officer would have
6been eligible to receive if his or her annual salary were
7calculated under subsection (a) of this Section.

9    Section 10. The General Assembly Compensation Act is
10amended by changing Section 1 as follows:
 
11    (25 ILCS 115/1)  (from Ch. 63, par. 14)
12    Sec. 1. Compensation of General Assembly members.
13    (a) Each member of the General Assembly shall receive an
14annual salary of $28,000 or as set by the Compensation Review
15Board, whichever is greater. The following named officers,
16committee chairmen and committee minority spokesmen shall
17receive additional amounts per year for their services as such
18officers, committee chairmen and committee minority spokesmen
19respectively, as set by the Compensation Review Board or, as
20follows, whichever is greater: Beginning the second Wednesday
21in January 1989, the Speaker and the minority leader of the
22House of Representatives and the President and the minority
23leader of the Senate, $16,000 each; the majority leader in the
24House of Representatives $13,500; 6 assistant majority leaders

1and 5 assistant minority leaders in the Senate, $12,000 each; 6
2assistant majority leaders and 6 assistant minority leaders in
3the House of Representatives, $10,500 each; 2 Deputy Majority
4leaders in the House of Representatives $11,500 each; and 2
5Deputy Minority leaders in the House of Representatives,
6$11,500 each; the majority caucus chairman and minority caucus
7chairman in the Senate, $12,000 each; and beginning the second
8Wednesday in January, 1989, the majority conference chairman
9and the minority conference chairman in the House of
10Representatives, $10,500 each; beginning the second Wednesday
11in January, 1989, the chairman and minority spokesman of each
12standing committee of the Senate, except the Rules Committee,
13the Committee on Committees, and the Committee on Assignment of
14Bills, $6,000 each; and beginning the second Wednesday in
15January, 1989, the chairman and minority spokesman of each
16standing and select committee of the House of Representatives,
17$6,000 each. A member who serves in more than one position as
18an officer, committee chairman, or committee minority
19spokesman shall receive only one additional amount based on the
20position paying the highest additional amount.
21    (b) Notwithstanding subsection (a), beginning the second
22Wednesday of January 2021 for each member of the House of
23Representatives and each member of the Senate elected to a
242-year term commencing on January 9, 2019, and beginning
25January 11, 2023 for all other members of the Senate, the
26annual salary of each member of the General Assembly and the

1additional amount that each member is eligible to receive for
2service as an officer, a committee chairman, or a committee
3minority spokesman shall be an amount equal to 90% of the sum
4of (i) the amount of annual salary that the member would have
5been eligible to receive if his or her annual salary were
6calculated under subsection (a) and (ii) the additional amount
7that the member would have been eligible to receive for service
8as an officer, a committee chairman, or a committee minority
9spokesman if that amount were calculated under subsection (a).
10    (c) The compensation provided for in this Section to be
11paid per year to members of the General Assembly, including the
12additional sums payable per year to officers of the General
13Assembly shall be paid in 12 equal monthly installments. The
14first such installment is payable on January 31, 1977. All
15subsequent equal monthly installments are payable on the last
16working day of the month. A member who has held office any part
17of a month is entitled to compensation for an entire month.
18    (d) Mileage shall be paid at the rate of 20 cents per mile
19before January 9, 1985, and at the mileage allowance rate in
20effect under regulations promulgated pursuant to 5 U.S.C.
215707(b)(2) beginning January 9, 1985, for the number of actual
22highway miles necessarily and conveniently traveled by the most
23feasible route to be present upon convening of the sessions of
24the General Assembly by such member in each and every trip
25during each session in going to and returning from the seat of
26government, to be computed by the Comptroller. A member

1traveling by public transportation for such purposes, however,
2shall be paid his actual cost of that transportation instead of
3on the mileage rate if his cost of public transportation
4exceeds the amount to which he would be entitled on a mileage
5basis. No member may be paid, whether on a mileage basis or for
6actual costs of public transportation, for more than one such
7trip for each week the General Assembly is actually in session.
8Each member shall also receive an allowance of $36 per day for
9lodging and meals while in attendance at sessions of the
10General Assembly before January 9, 1985; beginning January 9,
111985, such food and lodging allowance shall be equal to the
12amount per day permitted to be deducted for such expenses under
13the Internal Revenue Code; however, beginning May 31, 1995, no
14allowance for food and lodging while in attendance at sessions
15is authorized for periods of time after the last day in May of
16each calendar year, except (i) if the General Assembly is
17convened in special session by either the Governor or the
18presiding officers of both houses, as provided by subsection
19(b) of Section 5 of Article IV of the Illinois Constitution or
20(ii) if the General Assembly is convened to consider bills
21vetoed, item vetoed, reduced, or returned with specific
22recommendations for change by the Governor as provided in
23Section 9 of Article IV of the Illinois Constitution. For
24fiscal year 2011 and for session days in fiscal years 2012,
252013, 2014, 2015, 2016, 2017, 2018, and 2019 only (i) the
26allowance for lodging and meals is $111 per day and (ii)

1mileage for automobile travel shall be reimbursed at a rate of
2$0.39 per mile.
3    Notwithstanding any other provision of law to the contrary,
4beginning in fiscal year 2012, travel reimbursement for General
5Assembly members on non-session days shall be calculated using
6the guidelines set forth by the Legislative Travel Control
7Board, except that fiscal year 2012, 2013, 2014, 2015, 2016,
82017, 2018, and 2019 mileage reimbursement is set at a rate of
9$0.39 per mile.
10    (e) If a member dies having received only a portion of the
11amount payable as compensation, the unpaid balance shall be
12paid to the surviving spouse of such member, or, if there be
13none, to the estate of such member.

16    Section 99. Effective date. This Act takes effect upon
17becoming law.
