SENATE RESOLUTION

 
2    WHEREAS, Violence in underserved communities with minority
3populations has reached epidemic proportions; black males have
4been classified as endangered species, unemployed, or
5unemployable; African American communities in particular have
6not been included in innovation while unemployment in these
7areas rises and crime surges; and
 
8    WHEREAS, The United States of America is recognized as a
9world leader in technological and energy innovation; measures
10to improve the level of participation and inclusion of members
11from underserved communities in collaborative research,
12science, technology, and innovation projects and to promote
13investments to enhance public knowledge and to achieve
14sustainable participation should be considered; and
 
15    WHEREAS, Full and equal access to, and participation in,
16science, technology, and innovation for underserved
17populations is imperative for achieving some measure of
18equality and the empowerment of those targeted groups, and
19addressing barriers to equal access for men and women to
20science, technology and innovation requires a systematic,
21comprehensive, integrated, sustainable, multidisciplinary, and
22multi-sectoral approach; and

1    WHEREAS, It is the first responsibility of our elected
2representatives and civic leaders to ensure the inclusive
3rights of life, liberty, and the pursuit of happiness for
4peoples in all communities; and
 
5    WHEREAS, Efforts should be put in place at the community,
6city, state, federal and international level to stem the tide
7of violence against underserved communities by devising
8collaborative models to tackle some of business and society's
9most complex opportunities for underserved communities, and
10identify the leadership attributes that enable inclusive
11innovation and measurable change on a large scale; therefore,
12be it
 
13    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State of
15Illinois and the federal government to work towards including
16underserved communities in collaborative research, science,
17technology, and innovation projects and to promote investments
18to enhance public knowledge and to achieve sustainable
19participation.
